The Court also decided that the Fed can not penalize the states by taking away previously promised funding. That could cause an interesting twist.

They still can withhold new funding. That might be enough to make the states not opt out.

Oh, give it a break. The first read insinuated that the individual mandate was shot down. It was only on a further read that it was realized that the court did shoot it down in the commerce clause only to resurrect it again as a tax.
