WASHINGTON (AP) — The Obama administration launched investigations of hundreds of businesses around the country Wednesday as part of its strategy to focus immigration enforcement on the employers who hire illegal workers.

Immigration and Customs Enforcement has begun notifying businesses of plans to audit their I-9 forms — employment eligibility documents that employers fill out for every worker — the agency told members of Congress in an e-mail Wednesday.

Immigration officers served "Notices of Inspection" to 652 businesses, the Homeland Security Department said. By comparison, 503 such notices were issued to businesses last year, the agency said. Businesses were chosen for inspections based on leads and other investigative work, Immigration and Customs Enforcement said.

Employers are required to keep the I-9 forms and must check the authenticity of documents provided by the employee. The Homeland Security Department said it would not release the names or locations of the businesses that are being audited because of the ongoing investigations.

"ICE is committed to establishing a meaningful I-9 inspection program to promote compliance with the law," John Morton, Immigration and Customs Enforcement director, said in a statement. "This nationwide effort is a first step in ICE's longterm strategy to address and deter illegal employment."

President Barack Obama has said his administration's strategy for stemming illegal immigration would focus on employers who hire illegal workers.

The Bush administration was criticized for deploying armed agents to raid businesses and arrest workers suspected to be working illegally. Critics said the Bush administration did not do enough to go after the employers.

The Obama administration has been trying to build its credibility on immigration enforcement to boost the chances of passing an immigration reform bill in Congress. The administration has doubted whether it has enough votes right now to pass immigration reform. But some members of Congress emerged from a meeting with Obama last week saying immigration reform could be done by the end of the year or early next year.

The I-9 audits are certain to cause concern among employers who have complained that identifying illegal workers is fraught with problems, from recognizing fake identity documents made to look authentic to risking violating anti-discrimination laws.

Homeland Security Secretary Janet Napolitano has said investigations will focus on businesses that knowingly hire immigrants who cannot legally work in the U.S.

Audits could turn up a range of issues from easily corrected paperwork problems to administrative violations to violations that result in criminal charges. Depending on what is found, if anything, employers could face various punishments such as fines, prohibition from federal contracting to prosecution. Employees also could be charged with identity theft or document fraud.

"Employers want the rule of law. They want a level playing field, but it has to be combined with being able to get the workers they need in a legal, reliable way. That's what we are looking for in immigration reform," said Tamar Jacoby, president and CEO of ImmigrationWorks USA, a national group of employers who support immigration reform.

The group wants lawmakers to craft immigration reform legislation that will make it easier for businesses to hire temporary workers.

ImmigrationWorks USA recently lobbied Capitol Hill on immigration reform. A handout distributed to attendees was called, "Don't Wait for ICE to Knock on the Door." It gave tips for preparing for immigration audits and work site investigations.

They definitely should be going after the businesses that hire illegal immigrants as they're a big part of the problem. There needs to be more done though as if someone crosses the border illegally, can't find work, what's the next logical step for them to pursue?

Maybe the White House is going after this issue because no one is really paying attention to it.

Hell, the White House and everyone else had stopped talking about the problem months before OB took office. I'd say it's about damn time someone did something, for crying out loud. Cut off the ameneties the illegals are getting, such as food, med. care, housing, jobs etc. and they wouldn't be able to get back to Mexico fast enough. It damn sure isn't rocket science here. Chop off everything they are getting and off they would fly. Duh! No foodie, no housie, no medsies, no JOBS. Plain and simple. DUH!

This looks good on the surface and makes sense if enforced.
Reagan had a similar program and letters were sent to intimidate those who hired illegals, but nothing became of it.
There actually have been some changes to how illegals are processed by ice and it does intimidate very well.

Apparently not well enough, ah duh, since there seems to be millions harboring them and millions upon millions of illegals hiding here. :(

Close to 15% of mexicos citizens are living here illegally so I see your point.
But now deportees are fingerprinted photographed and informed second time caught is now felony offense.:noway:

I've always thought that we needed to cut the jobs. Plain and simple. Without jobs there's little reason to come over here. They're not taking jobs Americans won't do like some ass holes would have you believe, they're taking jobs that are offered by corporations.

Of course, some prices will increase but if Americans really want to support America then what's wrong with paying a little more for American manufactured goods and American labor.

It doesn't take a degree to pick fruit, land scape lawns, pave roads and many of the other "jobs" that our past leaders claimed Americans wouldn't do.

Only problem I see with removing the jobs is, would it really stop Mexicans from crossing the border? It might take one incentive away but if I were an illegal immigrant and I had a choice between making a go of it in Mexico or taking my chances in the states, I'd still probably go to the states.

So I think there has to be a more comprehensive plan of action besides just cutting off the jobs...good starting point though.

Won't do a damn bit of good for the illegals already in hiding here. They sneak around keeping a low profile so as not to get noticed. I can't imagine many of them getting caught and finger printed. Too bad the gov't didn't feel the need to make immigration a top priority.

Illegal immigration will never be totally stopped.
But the motive to come could be dramatically be changed by deleting benefits and enforcing employer sanctions.

The day you give illegal workers amnesty/legality,
is the very day they are fired by these very same criminal employers,
because they no longer fit the criteria of 'legal cripple'.

Then they would be able to fight back, legally & actually, which these criminal employers can't stand.

I get tired of the left wing false claim that the 'magic bullet' solution is blanket amnesty without vastly improved border security & employer sanctions.

For those of you who are a bit slow, the reasons criminal employers want to hire legal cripples is because they can't organize for higher wages, decent benefits & safe working conditions.
The employer fires these poor suckers the day their arm gets ripped off by open machinery, without having to even give them a ride to the emergency room.

Because our entire federal government has been complicit in this criminal employment system it has undermined all the legal working class of America.

basically they have trashed your legal rights of citizenship & residency, based on their corrupt greed.

This has hit working American people of every ethnicity & gender.

It also complicates the healthcare reform. Because you have two classes of poor people, one of whom will be hit with any mandates & others who, because of their status can never be a part of any attempt to improve the system.
You can't fix the emergency room as the only healthcare, because these people have no other real option, because of our reckless, inconsiderate & corrupt federal government.

I don't want to see Obama repeat a past republican mistake with amnesty, but we can't blindly flail at immigrants. I think it's important to place yourself in their position and realize that you too would probably leave for the fabled usa.

Maybe if their home country was a better place to live they wouldn't come here in the first place. So if someone really hates illegal immigration and you want to do something about it, put your effort and resources into improving the state of our southern neighboring countries.

The best way to show the Mexicans how to run an honest, non-sleazy, non-corrupt economy & society is by doing it ourselves, as a working example.

Allowing easy cheap illegal labor to sneak across the border is our sleaze which doesn't help the Mexican system to see a better way.

If there was no market for illegal labor the illegal invasion would dry up overnight.

as it is, criminal employers explicitly advertise for workers in Mexican papers.

We have corrupt economics.

Capitalism left to its own devices degenerates into a stinking cesspit.

A competitive race to the dirtiest, filthiest bottom.
