Funny, I don't seem to recall that POS Clinton or the other POS Carter achieving such a monumental accomplishment for mankind. Too busy getting blow-jobs and forming gas lines and 21% APR for a new home. God, I miss those Carter years.

I completely agree that George Bush deserves much credit for his efforts on AIDS.
He has been perhaps the best American president in history on Africa.

While this might be true. Some things to consider, that American citizens participate on a fairly large scale with charity and donations. I believe it's averaging over 300 billion a year.
Also, America, more or less, has it's troops wet nursing a lot of economies...while that might not seem "humanitarian" it should factor into why as a country we're not giving as much as say, Norway, Denmark, Sweden...they're not exactly extending themselves in many other areas.

Well, in speaking directly about Africa, the US has a base in Djibouti and I believe it is very vital for the prevention of the spread of Al Qaeda and Taliban influences.

First of all, the point at hand has nothing to do with the UN or any other countries. The very topic of this thread is about Bush's humanitarian aid to Africa. The UN didn't have a prime-time address calling the situation in Darfur a genocide.

You misunderstand, I don't look upon al Qaeda as a military problem, so a base is useless. What we need is intel, covert ops, you're advocating fighting a law enforcement problem with battleships.

First off, 911 was committed by a group under the protection of the Afghan government at the time.
And I've repeatedly read that the intelligence agencies can't find enough people that speak arabic and farsi that pass security checks. My ex-wife's boyfriend is a government sub-contract worker, and he says you can't get a security clearance for something as simple as being in default on a credit card.

Camp Lemonier has an Anti-Terrorism Marine Corps grunt unit manning posts and conducting patrols in Djibouti on a 24 hour basis. They develop and maintain relationships with villages all throughout the country, and the Navy Seabees and the Ntnl Guard conduct humanitarian missions throughout the Horn of Africa. They also have intel and counter-intel units very active in the area.
Not many people know this base even exists, but to my understanding it is a pretty big operation of all branches whose reach extends throughout the region.
BUT I would not have a problem at all with some covert ops going straight into Somalia and kicking some pirate ass.

From what I remember of a year or so ago, when we were having drone attacks on Jihadist training camps in Somalia, Bush was accused of bombing innocent muslim civilians.
