Bush Moves Toward Martial Law

In a stealth maneuver, President Bush has signed into law a provision which, according to

Senator Patrick Leahy (D-Vermont), will actually encourage the President to declare federal martial law

(1). It does so by revising the Insurrection Act, a set of laws that limits the President's ability to deploy troops within the United States. The Insurrection Act (10 U.S.C.331 -335) has historically, along with the Posse Comitatus Act (18 U.S.C.1385), helped to enforce strict prohibitions on military involvement in domestic law enforcement. With one cloaked swipe of his pen, Bush is seeking to undo those prohibitions. Public Law 109-364, or the "John Warner Defense Authorization Act of 2007" (H.R.5122)

(2), which was signed by the commander in chief on October 17th, 2006, in a private Oval Office ceremony, allows the President to declare a "public emergency" and station troops anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities, in order to "suppress public disorder."President Bush seized this unprecedented power on the very same day that he signed the equally odious Military Commissions Act of 2006.

In a sense, the two laws complement one another. One allows for torture and detention abroad, while the other seeks to enforce acquiescence at home, preparing to order the military onto the streets of America.

Remember, the term for putting an area under military law enforcement control is precise; the term is "martial law."Section 1076 of the massive Authorization Act, which grants the Pentagon another $500-plus-billion for its ill-advised adventures, is entitled,

"Use of the Armed Forces in Major Public Emergencies." Section 333, "Major public emergencies; interference with State and Federal law" states that "the President may employ the armed forces, including the National Guard in Federal service, to restore public order and enforce the laws of the United States

when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession of the United States,


the President determines that domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of ("refuse" or "fail" in) maintaining public order, "


in order to suppress, in any State, any insurrection, domestic violence, unlawful combination, or conspiracy."


For the current President, "enforcement of the laws to restore public order" means to commandeer guardsmen from any state,

over the objections of local governmental,

military and local police entities; ship them off to another state; conscript them in a law enforcement mode;


and set them loose against "disorderly" citizenry - protesters, possibly, or those who object to forced vaccinations and quarantines in the event of a bio-terror event.

The law also facilitates militarized police round-ups and detention of protesters, so called "illegal aliens," "potential terrorists" and other

"undesirables"

for detention in facilities already contracted for and under construction by Halliburton.

That's right. Under the cover of a trumped-up "immigration emergency" and the frenzied militarization of the southern border, detention camps are being constructed right under our noses, camps designed for anyone who resists the foreign and domestic agenda of the Bush administration.

Here's the official military orders for establishing and operating civilian imate labor camps (read gulog) on army bases...

It was pdf, so I couldn't cut and paste a teaser...but take the time and effort to read this...it's important to know what your country is up to.

I printed out their algorythm for processing people...there are three streams that lead to a yes/no decision...all three have: "notify union as approapriate"
in the yes stream.

Interesting that the unions would be informed and somewhat included in this gulog system...make you wonder who is standing on your side? It might be no one...you never know until you look.

I posted this martial law thread...no one thought it important enough to comment or confront...I find this astonishing...what does it take for citizens to wake up to the fact that our abilities to protect our freedoms are being damped down systematically...and this last thing here...is more threateneing than the "freedom zones" where we can play at democracy and voice our opposition as citizens.

Anyway...take a look at this and read the origional link to flesh out the roundup of the citizenry that are to make sneakers cheaper than the Chinese.

I started a similar thread - although yours may have some other ideas in it - the original thread talked about the loss of Posse Comitatus by the states -
http://www.dcjunkies.com/showthread.php?t=303 The fact that it is just before an election means that the media wont cover it yet - give it a few weeks and it will be rearing up - cause there arent many governors that will get reelected if they just shut their mouthes on this one

Yes...part and parcel of the same stinking thrust to wrest all the power from any source that might counter his dictatorship.

I think after this election...even if the repugs maintain control, the country is ripe to take up a movement to take back thier rightful power to balance the WH. The use of States rights, newspaper and syndicated news threatening their bottom line, and candlelight vidgels at supreme court judge's residences, and a constant deluge of email, phonecalls and snail mail to congressmen and senators...would be a probable venture just by pointing the way and posting contact and maybe forms for emailing etc.

With 70% of the population unhappy now, I think all they/we need is a constructive direction to get the ball rolling.

I don't trust that if the dems win a house or two, that they will be as responsive as the voters expect...and we should keep up the pressure on them to truely make changes...get some fired...others jailed...others paying their honest tax burdens...etc.

I think if we don't organize now, soon we won't have any options open to us.

Phonemistress...That was a very interesting article...I've saved it for the lengthy list of references.

It's odd how your link runs exactly contrary to an interview where Gore Vidal said, in so many words, that this country is fucked, but he felt that the military hated bushco so much that they would jump in and save the day....I feel less than comfortable with that thought now...although I can't surmise anything worse than bush for this country.

As far as my Henny Penny-ness, I am aware of it and give myself constant reality checks, but I all I ever conclude is that a general ignorance and sonombulence must be the overall condition of the people, else they would be ready to most anything to counter this regime's acts of treachery directed against them/us.

Anyway...good peice
