When John Adams was VP for George Washington, his sole legal function was to referee congress and cast tie-breaking votes.
If you read this very short executive order signed by el presidente, you will see the VP now has powers similar to edi ahmen...without the cooking pot.
(but only kicks in after bush declares an emergency...which is only more words...and bush is never short of them..."just grab a handful...I'll swear to them".)
What in hell is going on here?
