In 2006 our Republican majority voted to continue tax shelters in the Cayman Islands for 12,000 U.S. corporations, which include some of these firms. They also voted not to investigate no-bid war contracts.

In Congress, the Democrats and the Republicans began fighting over who was going to be tougher on companies that do this. No legislation was passed. After last fall's elections, the Republicans passed their bill, an absolute, ironclad bar on Bermuda/Cayman Islands/Panama companies having federal contracts.
