'2012: What’s in Store...’

The Private Global Power Elite embedded in major governments is dead set on imposing World Government on us sooner rather than later. Let’s look at 12 mega-processes – veritable “Triggers” – that we infer they are using to achieve their goals.
All roads lead to World Government. This should come as no surprise. London’s Financial Times openly articulated this view in an article by their chief foreign affairs commentator, Gideon Rachman, published on 8 December 2009, whose title said it all: “And Now for a World Government.” These goals are echoed by the Trilateral Commission, CFR and Bilderberg insiders – even by the Vatican.

Macro-managing planet Earth is no easy matter. It requires strategic and tactical planning by a vast think-tank network allied to major elite universities whereby armies of academics, operators, lobbyists, media players and government officers interface, all abundantly financed by the global corporate and banking superstructure.

They do this holistically, knowing that they operate on different stages moving at very different speeds:
Financial Triggers move at lightning speed thanks to electronic information technology that can make or break markets, currencies and entire countries in just hours or days;

Economic Triggers move slower: manufacturing cars, aircraft, food, clothes, building plants and houses takes months;
Political Triggers tied to the “democratic system” put politicians in power for several years;

Cultural Triggers require entire generations to implement; this is where PsyWar has reached unprecedented “heights”.
Risk-managing this whole process takes into account the many pitfalls and surprises in store. So each plan in every field counts, with “Plan B’s” – even Plans “C” and “D” – which can be implemented if needed.

Twelve Triggers for World Government

Today, the Global Power Elite are wrapping up globalization and ushering in World Government. Paraphrasing the tightrope walker in German philosopher Friedrich Nietzsche’s “Thus Spake Zarathustra,” this implies “….a dangerous crossing, a dangerous wayfaring, a dangerous looking-back, a dangerous trembling and halting…"

These 12 Triggers are interlinked and interlocked in a highly complex, holistic matrix, very flexible in its tactics but rigidly unbending in its strategic objectives. When read as a whole, the picture that unfolds shows that whole being far more than the sum of its parts.

1) Financial Meltdown. Since 2008, the Global Financial System continues on life-support. Ben Bernanke, Timothy Geithner and the US economic hit team – Robert Rubin, Larry Summers and Goldman Sachs, CitiGroup, JPMorganChase mega-bankers working with the Bank of England and the European Central Bank – have not and will not take any measures to help the populace and ailing economies. They just funnel trillions to the banking elite, imposing the media myth that certain banks are “too big to fail” (Orwellian Newspeak for “too damn powerful to fail”). Why? Because it’s not governments overseeing, supervising and controlling Goldman Sachs, CitiCorp, HSBC, Deutsche Bank, JPMorganChase, but exactly the other way around…

2) Economic Crises. Today, “Destructive Extreme Capitalism” is collapsing national and regional economies, reformatting them into international slave-labour Gulag-like entities that Joseph Stalin would envy. Our woes lie not with the world’s real economy (mostly intact), but with the fake world of finance, banks, and speculation;

3) Social Upheavals. Meltdowns in Greece, Ireland, Portugal, Iceland and – soon to come – Italy, Spain and others, trigger violent social uprisings, even in the US and UK;

4) Pandemics. Get ready for more “flu surprises” leading to mandatory vaccinations: a discreet opportunity to slip RFID chips into our bodies and test “intelligent viruses” targeting specific DNA strains. Racially and ethnically selective viruses as part of mass depopulation campaigns?

5) Global Warming. As the global economy sinks into zero growth mode, economic drivers shift from growth expansion to consumption contraction. Will coming “carbon credits” open the path to full societal control?

6) Terrorist “False Flag” Mega-Attacks. The Elite have this wildcard up their sleeve to jump-start new “crises” as short-cuts towards world government. Will new “attacks” dwarfing 9/11 justify further global wars, invasions and genocide? A nuclear weapon over a major city to be blamed on the Elite’s “enemies”?

7) Generalized War in the Middle East. As we speak, naval forces, bombers, entire armies are poised to attack and invade Syria, Iran…

8) Ecological/Environmental “Accidents”. The 1986 Chernobyl nuclear accident sparked the beginning of the end of the former USSR by showing the world and the Soviets themselves that their State could no longer manage their own nuclear facilities. April 2010 saw the BP “Deepwater Horizon” oil rig eco-catastrophe in the Gulf of Mexico; since March 2011, Japan and the world have been grappling with a much larger nuclear accident in the Fukushima Daiichi nuclear complex. Was foul play involved?

9) Assassination of a major political or religious figure to be blamed on an Elite enemy. Mossad, CIA, MI6 are really good at playing this type of dirty trick;

10) Attacks on “Rogue States” – Iraq, Libya… Who’s next? Iran? Syria? Venezuela? North Korea?

11) Staged “Religious” Event. The growing need of the masses for meaning in their lives makes them easy victims of a Hollywood-staged, 3D virtual reality hologram show, orchestrating a “second coming”. An electronically engineered “messianic figure” acting in sync with Elite global objectives? Who would dare go against God himself?

12) Staged “Alien Contact.” This too may be in the works. For decades, large sectors of world population have been programmed to believe in aliens. Here too, hologram technology could stage a “space vehicle landing” – on the White House lawn, of course – highlighting the “need” for Mankind to have “unified representation” in the face of extraterrestrials. Further justification for world government?

What do such interlocking “crises” have in common? Global warming, pandemics, “international terrorism”, financial collapse, economic depression, even alien contacts? They all serve to show that they cannot be addressed by any single nation state, thus “justifying” the need for World Government.
2012: We must stay especially alert, understanding things the way they really are and not the way the global TV Masters want us to believe they are.

The collapse of the economy worldwide collapses the New World Order. It was all about economic control of the world...and without a strong middle class to consume, it fails. It cannot sell its wares to the few who control the economy and survive. It cannot go back to the dark ages nor the industrial age where exploitation of people and the masses was easy.

Hegelian Dialectics and Conspiracy

As I speak tonight, try to relate what I say to your observation of our own country, and our Western (once Christian) allies. As we examine the philosophy behind national and international affairs, we discover it has a common purpose and source in every major nation, with the exception of perhaps China.

At first sight, militant national power appears to be the major force in history; but if there is a power which can bring nations into military conflict, it is a superior power. Is there such a power, and where, if anywhere, is it located?

There is a relationship between Finance, Centralization, and World Hegemony. Until the outbreak of the First World War, money appeared to be a mere mechanism. But the arrangements made to finance the war reveal that the money system was in fact the vehicle of a POLICY, and that that policy was the CENTRALIZATION of power leading progressively to World Government. Prior to the outbreak of war, Great Britain was the CENTRE (but not the BEING) of world financial control; with the war, financial control was transferred to New York and from there used to dismantle the British Empire which, by reason of British traditions and the Anglo-Saxon character, had been the great barrier to World Dominion by those operating through the world financial system. The fall of the British Empire was a FINANCIAL accomplishment, not a military one. But the terms of 'peace' imposed on 'victorious' Britain are those which might have been expected following military DEFEAT.

But the Power which emerged into the open in this century had its birth long before that. It was incubated (but not conceived) in the Secret Societies of Europe, appeared briefly in the French Revolution, and spread to Britain in the form of Fabianism, and to America in the form of various Socialist societies. Following the first phase of the war, it openly took over Russia, and since has visibly spread as International Communism until it has taken over the greater part of the globe.

Current history, which looks episodic, is in fact the culminating stages of a very long-term policy moving internationally, but visible only in the long perspective of time.

What we think we see is often an illusion intentionally presented, like the conjuror who would have you to believe he holds an orange in his right hand, when it is actually in his left hand. Citizens of the world, whether their sympathies are left-wing or right-wing, monarchist or republican, have been used as pawns in their game of Hegelian psychology by the hidden hand that rules.

In reality, the orange is in neither left nor right hand. The Hegelian dialectic process is the notion that conflict creates history. (See brain2.htm "Brainwash").

From this axiom it follows that controlled conflict can create a predetermined history. For example when the Trilateral Commission discusses 'managed conflict', as it does extensively in its literature, it implies the managed use of conflict for long run predetermined ends - not for the mere random exercise of manipulative control to solve a problem.

The dialectic takes this Trilateral 'managed conflict' process one step further. In Hegelian terms, an existing force (the thesis) generates a counterforce (the antithesis). Conflict between the two forces results in the forming of a synthesis. Then the process starts all over again: Thesis vs. antithesis results in synthesis.

It's like two companies with undisclosed common stockholding submitting competitive tenders for a project on a site for which their stockholder has different plans altogether. Whatever the outcome, the stockholder is in beneficial control.

In his novel "Conningsby", Disraeli wrote "the world is governed by very different personages from what is imagined by those who are not behind the scenes".

Woodrow Wilson said, "Some of the biggest men in the United States, in the field of commerce and manufacture, are afraid of somebody, are afraid of something. They know that there is a power somewhere so organized, so subtle, so watchful, so interlocked, so complete, so pervasive, that they had better not speak above their breath when they speak in condemnation of it".

Now for our text. In Matthew 16:6, Jesus said, "Take heed and beware of the leaven of the Pharisees and of the Sadducees".

This is another illustration of Hegelian dialectics or logical argument. In other words, the mark of the beast: wisdom against faith.

Here were two denominations each inspired by Satan, whose purpose was to contest the Laws and Ordinances of the Old Testament. One was the THESIS, the other its ANTITHESIS. Neither could agree on the Word or recognize It manifested before them. The SYNTHESIS through the apostasy of both parties was their own damnation through rejection and crucifixion of Messiah. Even their high priest declared, "His blood be upon us and upon our people". And It has been ever since.

The synthesis sought by the Establishment is called the New World Order. Without CONTROLLED conflict, this New World Order will not come about. RANDOM individual actions of persons in society would not lead to this synthesis, it is ARTIFICIAL, therefore it has to be created. And this is being done with the calculated, MANAGED, use of conflict. And all the while this synthesis is being sought, there is no profit in playing the involved parties against one another. (Hence World War I was postponed three times until the pawns were in their predetermined places). This also explains why the International bankers backed the Nazis, the Soviet Union, North Korea, North Vietnam, etc., against the United States. The 'conflict' built profits while pushing the world ever closer to One World Government.

The Establishment is ruled by elite, secret societies. Their operations must be seen and explained in terms of the Hegelian dialectic process. Their operations cannot be explained in terms of any other philosophy; therefore they cannot be described as "right" or "left", Marxist or Capitalist. However, one group is secular, and another is religious. The religious force is the Roman Catholic church. We are familiar with their place in history and in prophecy. Our teaching will consider the secular group and its objectives which is ALL of these and NONE of these.

In Hegelian philosophy the conflict of political 'right' and political 'left', or thesis and antithesis in Hegelian terms, is essential to the forward movement of history and historical change itself. Conflict between thesis and antithesis brings about a synthesis or new historical situation.

Our descriptive world history in the West and Marxist countries consists only of description and analysis within a political framework of 'right' or 'left'. For example, historical work published in the West looks at communism and socialism either through the eyes of financial capitalism, or Marxism. While historical work published in Russia looks at the West only through Marxist eyes. However, there is another frame of historical analysis that has never been utilized. This would employ a framework of Hegelian logic, to determine if the elites who control the State use the dialectic process to create a predetermined historical synthesis.

The current world situation was deliberately created by elitist power more or less by manipulation of 'right' and 'left' elements. Over the past 100 years or so they've developed both right and left elements to bring about a NWO. Right-left situations have been deliberately created and then placed in conflict mode to bring about a synthesis.

Since the rise of Kant (who stressed reason and experience) in German philosophy, we can identify two conflicting systems of philosophy; and therefore two opposing ideas of the State, society and culture.

In the U.S., the British Commonwealth and France, philosophy is based on the individual and the rights of the individual. Whereas in Germany from the time of Kant, through Fichte and Hegel up to 1945, basic philosophy has been universal brotherhood, rejection of individualism, and general opposition to Western classical liberal thought in almost all of its aspects. German idealism was the philosophical basis for the work of Karl Marx and the LEFT Hegelians, as well as Bismarck, Hitler and the RIGHT Hegelians. The paradox is that Hegel gave a theoretical basis not only to the most conservative of German movements, but also to most of the revolutionary movements of the 19th century. Both Marx and Hitler have their philosophical roots in Hegel.

From the Hegelian system of political thought, alien to most of us in the West, stem such absurdities as the State seen as the "March of God through history", that the State is also God, and the only duty of a citizen is to serve God by serving the State, that the State is Absolute Reason and citizens can only find freedom by worship and utter obedience to the State. Other Hegelian absurdities have thoroughly penetrated our education system. But that is for another topic.

From this system of Hegelian philosophy comes the historical dialectic, "that all historical events emerge from a conflict between opposing forces." These emerging events are above and different from the conflicting events. Any idea or implementation of an idea may be seen as THESIS. This thesis will encourage emergence of opposing forces, known as ANTITHESIS. The final outcome will be NEITHER thesis nor antithesis, but a SYNTHESIS of the two forces in conflict.

In DAS KAPITAL, Marx posed capitalism as thesis and communism as antithesis. What has been completely ignored by historians, including Marxists, is that any clash between these forces cannot lead to a society which is either capitalist or communist but must lead to a society characterized by a SYNTHESIS of the two conflicting forces. The clash of opposites must in the Hegelian system, bring about a society neither capitalist nor communist. Moreover, in the Hegelian scheme of events, this new synthesis will reflect the concept of the State as God, and the individual as totally subordinate to an all powerful State. This was the thought we encountered in "Hubris".

The function of a Parliament or a Congress is for Hegelians, psychology. Merely to allow individuals to feel that their opinions have some value, and to allow a government to take advantage of whatever wisdom the 'peasant' may accidentally demonstrate. This is so obvious in Australian politics today. As Hegel puts it:

"By virtue of this participation, subjective liberty and conceit, with their general opinion, (individuals) can show themselves palpably efficacious and enjoy the satisfaction of feeling themselves to count for something."

War, the organized conflict of nations for Hegelians, is only the visible outcome of the clash between ideas. Following the outbreak of war in 1939, Social Creditor C.H. Douglas said, "The international money marketeers care no more for the immolation of the peoples of a continent that for the death of a sparrow"; and "unfortunately the world is in the grasp of theorists to whom misery and death of millions is a grain of sand beside the working out of their designs". As John Dewey, the Hegelian darling of the modern educational system, puts it:

"War is the most effective preacher of the vanity of all merely finite interests, it puts an end to that selfish egoism of the individual by which he would claim his life and his property as his own or as his family's."

Above all, the Hegelian doctrine is the divine right of States rather than the divine right of kings. The State for Hegel and Hegelians is God on earth:

"The march of God in history is the cause of the existence of states, their foundation is the power of Reason realizing itself as will. Every state, whatever it be, participates in the Divine essence. The State is not the work of human art, only Reason could produce it."

For Hegel the individual is nothing, the individual has no rights, morality consists solely in following a leader.

Compare this to the spirit and letter of the Australian Constitution: "WHEREAS the people" grant the State some powers and reserve all others to the people. Whilst it recognizes no State denomination, it places the Christian God as its Head, unlike Hegel's "the State is God on earth." To elitists like The Order in the USA, The Group in the UK, Illuminati in Germany, and the Politburo in Russia, the State is supreme, and a self-appointed elite running the State acts as God on earth.

Manipulation of 'left' and 'right' in domestic USA, where Wall Street supports both Republicans and Democrats, as their Australian associates support Liberal and Labor, is duplicated in the international field where 'left' and 'right' political structures are artificially constructed and collapsed in the drive for a one-world synthesis. In fact, 'left' and 'right' are two controlled factions of the Illuminati.

Textbooks present war and revolution as more or less accidental results of conflicting forces. The decay of political negotiations into physical conflict comes about, according to these books, after valiant efforts to avoid war. Unfortunately, this is nonsense. War is always a deliberate creative act by individuals.

The Tribunals that investigated Nazi war criminals were careful to censor any records of Western Assistance to Hitler. And Western textbooks on Soviet economic development omit any description of the economic and financial aid given to the 1917 Revolution and subsequent economic development by Western firms and banks.

Revolution is always recorded as a spontaneous event by the politically or economically deprived against an autocratic state. Western textbooks never reveal the evidence that revolutions need finance; and the source of the finance in many cases traces back to Wall Street.

Of course our Western history is every bit as distorted, censored, and largely useless as that of Hitler's Germany, the Soviet Union or Communist China. No Western foundation will award grants to investigate their own benefactors. Few Western scholars can survive by researching such theses, and publishing houses daring to accept such manuscripts suffer intimidation or even violence from the Establishment. The recent trials of David Irving with his erstwhile publisher bears this out.

Like the true revelation of God's Word, largely unrecorded history tells a story contrary to what we've been taught to regard as truth. A story of the deliberate creation of war, the knowing finance of revolution to change governments, and the use of conflict to create a New World Order.

We will explore thesis and antithesis in the development and construction of the Soviet Union (thesis) and Hitler's Germany (antithesis). We will also explore the continuation of this dialectic conflict into the last few decades, specifically in China today and show that the purpose is to create a new synthesis, a New World Order along Hegelian lines where the State is Absolute and the individual can find freedom only in blind obedience to the State.

Something we have to do is to break an almost universal mindset, that Communists and Capitalists are bitter enemies. This Marxist axiom is a false statement and for a century has fooled academics and investigators alike. The key to understanding modern history is that elitists had as close working relations with both Marxists and Nazis as they have with Marxists and Capitalists.

After World War II the world stage was changed. After 1945 it became the Soviet Union on one side versus the United States on the other. The first dialectical clash led to the formation of the United Nations, an elementary step on the road to world government. The second dialectical clash led to the Trilateral Commission and REGIONAL groups, like Oceania, Eurasia and Eastasia from "1984," and more subtly to efforts for a merger of the United States and the Soviet Union. Definitely Orwellian! Various stooges 'fronting' for the faceless elite agitate for a new Constitution that will enable them to usurp Australia's sovereignty and absorb us into an Asian Bloc, ruled from Beijing or Tokyo.

Western Christian civilization, whose domain was very nearly the world, had expanded without notable recession until in 1914. In 1917 it began a retreat that has since been uninterrupted (Matthew 24:7-8). Huge amounts of Western property, much of it in land, factories and mines, has been stolen by revolutionaries, or abandoned by Western owners. Political and strategic losses are of more lasting and fundamental importance. But it is not politically correct to criticize its demise today.

World history since 1917 reflects an application of Hegelian dialectics. Russia was taken over by mainly Askenazi Jews from the East End of New York who established Socialism, later called Communism. This Revolution was planned by international financiers and financed by Wall Street. Indeed Woodrow Wilson sent US troops who took over and held the Siberian Railroad from 1918 to impede the transport of grain and raw materials to Germany, and so far as possible prevent commerce, until the Soviets were sufficiently established to take over. US troops remained until 1920.

Thus we see governments need censorship to classify certain files for thirty or fifty years after events, to protect the living from charges of treason, and to conceal the past intrigues and long term goals of the hidden elite who call the shots.

Soviet Russia's first Five Year Plan was devised by Detroit-based Albert Kahn, Inc., and Russia's industry financed by Wall Street. Thus was the THESIS: Communism, established.

But the MARXIST version of the Hegelian dialectic poses financial CAPITALISM as thesis, and Marxist revolution as antithesis. An obvious puzzle in this Marxian statement is the nature of the SYNTHESIS presumed to evolve out of the clash of these OPPOSITES. It cannot be Communism!

Lenin's statement that the State will wither away at the synthesis stage is nonsensical. In fact, as all contemporary Marxist states testify, in practice, the State becomes all powerful. The immediate task of "the revolution" is to convey all power to the State, and modern Marxist states operate under a constant paranoia that power may indeed pass away from the hands of the State into the hands of the people.

If MARXISM is posed as the thesis and NATIONAL SOCIALISM as antithesis, then the most likely SYNTHESIS becomes a Hegelian NEW WORLD ORDER, a synthesis evolving out of the clash of Marxism and national socialism. Moreover, in THIS statement those who FINANCE and MANAGE the clash of opposites can REMAIN in control of the synthesis.

The elite have artificially encouraged and developed BOTH revolutionary Marxism and national socialism while retaining some control over the nature and degree of the conflict, therefore it is able to determine the evolution and nature of the New World Order.

Out of war and revolution come opportunities for profit by corporations under the control and influence of these elites. In the two World Wars, the Korean and Vietnamese Wars, there are numerous examples of American banks and corporations trading with the enemy.

The antithesis, National Socialism, is no more. The Cold War is over, so we're taught the thesis of Russian Communism is also dead. This leaves the once Christian now Capitalist West. Since we are 'friends', the West now finances Russia at government level, increasing profits and reducing risks for the international bankers.

To prevent history coming to its end (he says tongue in cheek) the elite introduced a new dialectic process. World War II was the culmination of the dialectic process created in the 1920s and 1930s. The clash between 'left' and 'right', the Soviet Union and Nazi Germany, led to creation of a synthesis - the UN, and a start towards regional groupings in NATO, the Common Market, UNESCO, Warsaw Pact, SEATO, CIS, then the Trilateral Commission. A start towards New World Order.

World War II left the Elite with the necessity to create a new dialectical situation to promote MORE conflict to achieve a higher level synthesis.

The source of this process may be found in US National Security Memorandum No. 68 of 1950 which opened up the road for Western technology to build a more advanced Soviet Union - which it did in the 1960s and 1970s with computerized space-age technology. In true Hegelian tradition it simultaneously argued for massive expansion of US defenses - on grounds of a future Soviet threat. (Which would not have been possible without the transfer of Western technology). Thus the internationalists profited from Soviet and US purchases.

The principal devices used to control the dialectic process in the past two decades have been (a) information, (b) debt and (c) technology. These have become diluted over time. They don't work as well today as they did in the 1950s.

By and large, control of INFORMATION has been successful because the intellectual world is still locked into a phony verbal battle between 'left' and 'right', whereas the real struggle is the battle between individual freedom and the encroaching power of the absolute State. The Soviet Union, with its tight censorship, presents a strictly Marxist ('left') orientation to its citizens. The enemy is always the 'fascist' United States. The West is a little more complicated but not much more so. Whereas financial power is used to control politics, information is used to control human perceptions.

Brethren, to the elites, we're 'human cattle' participating in a double blind laboratory experiment. By God's Grace, the elect can't be deceived on the revealed Word of God, which, as a sharp two-edged sword, divides asunder these deceptions.

In the West the choice is basically between a controlled 'left-oriented' information, and a controlled 'right-oriented' information. The conflict between the two CONTROLLED groups keeps an apparent informational conflict alive. Unwelcome facts that fall into either camp are conveniently forgotten. Books that fall into either camp can be effectively neutralized because they will incur the wrath of both 'right' and 'left'. The faster the cattle run, the faster the treadmill takes them to nowhere.

Any publication which points up the fallacy of the Left-Right dichotomy is ignored . . . and citizens keep trooping down to the polling booths in the belief they have a 'choice'. Witness Australian elections. The Labor and Liberal Parties frankly admit their policies are common.

The second control mechanism is DEBT. We all understand that. If Marxist countries have to import technology, they need to earn or borrow Western currencies to pay for it. Loans have to be repaid. So to some extent, debtors are under control of creditors, unless they default. And therein lies the weakness.

The third control mechanism is TECHNOLOGY. If technology to advance to more efficient production levels has to be imported, then the recipient is always kept away from the 'state of the art'. The weakness for the elite is that military technology does not require a market system.

The dialectic plan therefore misfired for several reasons. Firstly, the informational blackouts were not as successful as they expected. Control of Time and Newsweek gave them dominance over weekly news summaries. The TV networks have been able to orchestrate viewers reactions - to some extent - by propaganda in movies. (For example, when I went to the giant IMAX movie theatre, I noticed propaganda for the 'Greenhouse' HOAX had been subtly included in the narrative). But the elite were unable to restrict individuals and relatively small non-academic groups, almost always outside Universities (whose curricula they control) from exploring obvious inconsistencies in Establishment propaganda. These groups, often mistakenly termed 'left' or 'right,' are outside the manipulated left-right spectrum.

Secondly, the debt weapon was over-used. Communist countries are now saturated with debt to Western bankers.

Thirdly, while technology is still a useful weapon, there are distinct stirrings among independent analysts of the danger posed for the Western world by building enemies.

We've spent 50 years arming our enemies, and developing their industries with our technology. And under the LIMA Agreement, have transferred our manufacturing infrastructure offshore. Last year China purchased the whole of New Zealand's forests "in perpetuity" for US$80 million donated by Australia. No wonder our Aborigines are caught up in Communist ideas when we give money to foreign nations who consider us "barbarians," and to others, who have the Northern half of our continent colored green and labeled "South Irian" in their school atlases and on military maps.

Brother Branham said the West was trying to buy her friends, and when we can no longer afford to bribe them we will discover they are our enemies (This Day This Scripture, 16:132; Influences, 7:40; Genesis 3:15).

Even without interference by the international bankers the consequences are alarming, both for America and for the Western world. The West has a brief opportunity between the decline of Russia and the rise of China. Europe has wasted most of the present decade by pursuing the dangerous IRRELEVANCE of the single currency. (No doubt a ploy of her fairweather banking friends). America has wasted it on a shallow prosperity; even the recovery hasn't greatly strengthened the US economy. Neither Europe nor America is prepared for the global competition of the next century. For America, the progressive shift of wealth and power to Asia will be humiliating, and perhaps destabilizing.

Consequently, in today's world we can identify two facts in construction of a new dialectic. First, cautious reinforcement of the Marxian arm - for example: Marxist Angola got a green light, Marxist Grenada got a red light.

Second, the construction of a completely new arm, that of Communist China, itself Marxist, but with conflict potential for the Soviet Union. Major efforts are in progress, only partly revealed in the press, to create a new superpower in conflict mode with the Soviet Union. This is the new antithesis, replacing Nazi Germany.

American involvement in China began with Wall Street's intervention into Dr. Sun Yat Sen's revolution of 1911. During World War II the US helped the Chinese Communists into power. The decision to build Communist China as a new arm of the dialectic was made under Richard Nixon and executed by Henry Kissinger and George Bush.

By the turn of the century, Communist China will be a "superpower" built by American technology and skill, presumably for conflict with Russia. What then is left for the USA but an 'accommodation' with the CIS to set up a world government.

We have since transferred our manufacturing industries to these strange people. With no manufacturing we have unemployment and no self-reliance in the event of hostilities. Furthermore, we fall further under obligation to the foreign bankers.

The job of public relations is to create situations that will create news that the news media will publicize so as to create the required emotion, public perception and demand.

This, of course, only happens where the change to be made is important to the plans of the manipulators; issues of less importance are allowed to be resolved free of PR. By only using hidden persuasions in resolution of important issues the chance of exposure is reduced, credibility maintained, and end results attained.

The United States of America is becoming more like Nazi Germany every single day. In fact, the Nazification of America is almost complete. The parallels between Nazi Germany and the United States of today are going to absolutely shock many of you. Most Americans simply have never learned what life was really like back in Nazi Germany. #1 Nazi Germany was a totalitarian Big Brother police state that constantly monitored everything that German citizens did.

Today, the bureaucrats that run things in the United States are also absolutely obsessed with constantly trying to monitor us. For example, there are now control freaks that inspect the lunches of preschool students in certain areas of the country in order to make sure that they contain the “right” foods….

A preschooler at West Hoke Elementary School ate three chicken nuggets for lunch Jan. 30 because the school told her the lunch her mother packed was not nutritious.
The girl’s turkey and cheese sandwich, banana, potato chips, and apple juice did not meet U.S. Department of Agriculture guidelines, according to the interpretation of the person who was inspecting all lunch boxes in the More at Four classroom that day.
The Division of Child Development and Early Education at the Department of Health and Human Services requires all lunches served in pre-kindergarten programs – including in-home day care centers – to meet USDA guidelines. That means lunches must consist of one serving of meat, one serving of milk, one serving of grain, and two servings of fruit or vegetables, even if the lunches are brought from home.

#2 Nazi officials often used their positions of power to force others to do dehumanizing things.

This is exactly what the TSA is doing today. It would be really easy to imagine some Nazi military officers forcing a young woman to walk back and forth in front of them several times so that they could admire her form. Well, that is what TSA agents are doing to American women today. The following comes from a recent Wired article…..

TSA agents in Dallas singled out female passengers to undergo screening in a body scanner, according to complaints filed by several women who said they felt the screeners intentionally targeted them to view their bodies.

One woman who flew out of Dallas-Ft. Worth International Airport several months ago said a female agent sent her through a body scanner three times after the agent commented on her “cute” body.

#3 In Nazi Germany, even women and children were treated like dehumanized cattle.

Well, today schoolchildren are being strip-searched all over the United States. Down in Georgia, one student was recently strip-searched by public school officials after another student falsely accused him of having marijuana.

Another student down in Albuquerque was recently forced to strip down to his underwear while five adults watched because he had $200 in his pocket. The student was never formally charged with doing anything wrong.

#4 In Nazi Germany, authorities could stop you and search you at any time and for any reason.

In America that is not supposed to happen, but it is happening. Last year, TSA “VIPR teams” conducted approximately 8,000 “unannounced security screenings” at subway stations, bus terminals, seaports and highway rest stops.

If you are not able to produce “your papers”, there is a good chance that you will get thrown into prison in America. For example, a 21-year-old college student named Samantha Zucker was recently arrested and put in a New York City jail for 36 hours just because she could not produce any identification for police.

#5 Under Adolf Hitler, there were massive increases in government spending.

According to eyewitness Kitty Werthmann, just about everyone was getting some sort of a handout from the German government….

Newlyweds immediately received a $1,000 loan from the government to establish a household. We had big programs for families. All day care and education were free. High schools were taken over by the government and college tuition was subsidized. Everyone was entitled to free handouts, such as food stamps, clothing, and housing.

Of course, as I have written about so many times before, this is the exact same thing that we are seeing in the United States today.

#6 Under Hitler, taxes were raised dramatically in order to pay for all of these social programs.

Kitty Werthmann says that “our tax rates went up to 80% of our income.”
In the United States our tax rates have not gotten that bad yet, but when you total up all federal taxes, all state taxes, all local taxes, all property taxes and all sales taxes, there are a significant number of Americans that do pay more than 50% of their incomes in taxes.

#7 The economy of Nazi Germany was very highly socialized.

As Ludwig Von Mises once correctly observed, the German economy under Hitler was not capitalist at all….

What Mises identified was that private ownership of the means of production existed in name only under the Nazis and that the actual substance of ownership of the means of production resided in the German government. For it was the German government and not the nominal private owners that exercised all of the substantive powers of ownership: it, not the nominal private owners, decided what was to be produced, in what quantity, by what methods, and to whom it was to be distributed, as well as what prices would be charged and what wages would be paid, and what dividends or other income the nominal private owners would be permitted to receive. The position of the alleged private owners, Mises showed, was reduced essentially to that of government pensioners.

The United States has not gotten to the level of Nazi Germany yet, but we do have a socialist president and back in 2009 the cover of Newsweek boldly proclaimed that “We Are All Socialists Now“.

#8 In Nazi Germany, if you conducted business outside of the socialist paradigm you were heavily punished.

Well, the same thing is happening in the United States today. For example, the FDA has been running elaborate entrapment schemes that are designed to entrap producers of raw milk. Any “unauthorized commerce” is dealt with very strictly by the U.S. government these days.

#9 In Nazi Germany, government regulation of business got wildly out of control.

My brother-in-law owned a restaurant that had square tables. Government officials told him he had to replace them with round tables because people might bump themselves on the corners. Then they said he had to have additional bathroom facilities. It was just a small dairy business with a snack bar. He couldn’t meet all the demands. Soon, he went out of business.

The true value of this book and hence Mayer's most valuable contribution has been to draw a graphic conceptual picture of how the system of Nazism worked as seen at ground level by ten ordinary Germans and from the interior of German society: To a man, they all agreed that it brought them untold economic success, bound them patriotically and politically into a coherent cultural unit, restored the nation's pride and gave all Germans renewed reasons for hope in the future.

Given this rosy and very much interior and insulated backdrop, it is no wonder there was no basis for ordinary Germans to see (or even to be able to perceive) Nazi excesses, or to see Nazism itself, as an inherently evil system until it was too late.

This was true in part because all Germans already had community permission to hate Jews. The excesses, reserved mostly for Jews, thus seemed normal and in any case were always introduced in carefully orchestrated, slowly escalating, but easily digestible bites. This was done specifically to stay below the radar of the everyday German conscience -- so as to never assault German sensibilities too abruptly. Even the most alert of Germans and the least anti-Semitic Germans were lulled to sleep by this strategy.

But more importantly, because all Germans were wedded to the Nazi worldview thorough its benefits, both tangible and intangible, there were few incentives for them to "rock the boat" by pointing to its excesses. Dissension was left for victims and outsiders to engage in. However, being identified as an outsider or as a dissenter, at a minimum, could ensure social exclusion and a slow social death; and if one were very unlucky, it could mean disappearance into a concentration camp, or even a swift bullet to the temple.

Ordinary Germans thus were willing contributors to their own self-imposed trap: They needed the community's approval on its own terms. Sometimes this meant turning a blind eye to community sanctioned criminal activity, such as was the case in the event that set off a cascading sequence of pogroms against Jews, Crystal-nacht. Ordinary Germans did not want to approve of the criminal behavior involved, but was it not the community to which they were bound that decided what was criminal and who should be rewarded and punished for community-defined criminal behavior? It is easy enough for outsiders to exaggerate the actual relationship between man and state under tyranny, but from the inside, it is always made to seem normal and seamless.

Like a thief in the night, tyranny always descends upon sleeping societies in a cloak of patriotic conformity. It attacks when one is unguarded psychologically and least wary of an assault. By the time the citizen is prepared to raise a dissenting voice, in the name of state security, his throat (and presumably his vocal cords) have already been cut and he has been rendered mute. Once the national conscience has been drugged, sedated, or put to sleep, it is difficult to reawaken it.

Since there are no political systems that are entirely insulated against criminal activity, corruption or evil, only healthy, timely, vigorous and authentic dissent can act as an antidote to the evil inherent in tyrannical political systems like Fascism and Nazism.

Without drawing too fine a distinction, it is difficult to miss the many parallels between contemporary American society and 1933-1939 German society.

Soviet Union

The History of the House of Rothschild

The Rothschilds have been in control of the world for a very long time, their tentacles reaching into many aspects of our daily lives, as is documented in the following timeline. Thousands of co-ops, worker-owned businesses, land trusts, and municipal enterprises are quietly beginning to democratize the deep substructure of the American economic system.

January 3, 2012 | “Black Monday,” September 19, 1977, was the day 34 years ago when the shuttering of the Youngstown Sheet and Tube steel mill threw 5,000 steelworkers onto the streets of their decaying Midwestern hometown. No local, state or federal programs offered significant help. Steelworkers called training programs “funeral insurance”: they led nowhere since there were no other jobs available. Inspired by a young steelworker, an ecumenical religious coalition put forward a plan for community-worker ownership of the giant mill. The plan captured widespread media attention, the support of numerous Democrats and Republicans (including the conservative governor of the state at the time), and an initial $200 million in loan guarantees from the Carter administration.

Corporate and other political maneuvering in the end undercut the Youngstown initiative. Nonetheless, the effort had ongoing impact, especially in Ohio, where the idea of worker-ownership became widespread in significant part as the result of publicity and educational efforts traceable to the Youngstown effort—and because of the depth of policy failures and the continuing pain of deindustrialization throughout the state. In the more than three decades since that effott, numerous employee-owned companies—inspired directly and indirectly by the effort to save the Youngstown mill—have been developed in Ohio. Individual lives were also changed, among them that of the late John Logue, a professor at Kent State University who established the Ohio Employee Ownership Center, an organization that provides technical and other assistance to help firms across the state become worker-owned.

There has also been an evolution in the position of the United Steelworkers union. In the late 1970s the union saw worker-ownership as a threat to organizing, and it opposed efforts by local steelworkers to explore employee-owned institution-building in cities like Youngstown. Over the decades, however, the union changed its position as its leaders saw the need to supplement traditional forms of labor organizing with other strategies. The union has now become a strong advocate of worker ownership, and is actively working to develop new models based upon the Mondragón Cooperative Corporation in the Basque country of Spain. This highly successful grouping of worker-owned cooperatives employs 85,000 people in fields ranging from sophisticated medical technology and the production of appliances to large supermarkets and a credit union with over 21 billion euros in assets.

The developmental trajectory from Youngstown to today illustrates what might be called “forced institutional innovation”—a process that, once underway, also suggests further possibilities for larger-scale and more refined development both within Ohio and elsewhere—especially as many other parts of the nation now experience the massive job losses and community decay that hit Ohio and other rustbelt states three decades ago. Critically, all involve new ways to give concrete meaning to the idea of democratizing capital.

Homeland Security Tracking Visitors Across Alternative News and Prepper Web Sites

Just because you’re paranoid doesn’t mean they’re not out to get you.

If there ever existed individuals and groups that threatened the status quo it’s now, and they can often be found congregating at alternative news web sites, forums and preparedness oriented online communities. Government officials at the Department of Homeland Security and the FBI have done everything in their power to marginalize their dangerous ideas and activities going so far as to even issue security bulletins to private businesses like banks, surplus stores, coffee shops and other retailers outlining what employees should look for and when to say something to law enforcement officials. Activities like putting a Ron Paul bumper sticker on your car, paying cash, buying gold, stocking up on food, promoting “anti-U.S.” and “radical theologies,” and demanding personal privacy are all now considered to be suspicious in the eyes of a government hell bent on destroying the Constitution.

While DHS has requisitioned the help of brick and mortar businesses in their efforts to identify persons-of-interest, they have realized that the best place to locate domestic threats to national security is the internet. As such, they have deployed a host of tools to not only monitor what is being posted online, but who is posting it, who their friends are, which sites they visit and what information they ‘like’ in particular.

A recent report from well known survival author James Rawles suggests that Preparedness oriented web sites are a prime target of government snooping and sniffing. A web site like Rawles’ Survival Blog, or even our very own SHTFplan, undoubtedly meets all of the criteria outlined in the multitude of security bulletins issued by DHS and FBI, thus it would only make sense that these types of communities would be primary destinations for government monitoring. In the case of Survival Blog, Rawles reports that a recent analysis of his logs by web forensic experts yielded some startling results:

It has come to my attention that from August of 2011 to November of 2011, the FBI secretly redirected the web traffic of more than 10% of SurvivalBlog’s US visitors through CJIS, their sprawling data center situated on 900 acres, 10 miles from Clarksburg, West Virginia. There, the Feebees surreptitiously collected the IP addresses of my site visitors. In all, 4,906 of 35,494 selected connections ended up going to or through the FBI servers. (Note that this happened several months beforewe moved our primary server to Sweden.) Furthermore, we discovered that the FBI attached a long-lived cookie that allowed them to track the sites that readers subsequently visited. I suspect that the FBI has done the same to hundreds of other web sites. I find this situation totally abhorrent, and contrary to the letter of 4th Amendment as well as the intent of our Founding Fathers.

I recognize that I am making this announcement at the risk of losing some readers.So be it. But I felt compelled to tell my readers immediately, because it was the honorable and forthright course of action.

Working on my behalf, some volunteer web forensics experts dissected some cached version histories. (Just about everything is available on the Internet, and the footprints and cookie crumb trails that you leave are essentially there for a lifetime.) The volunteers found that the bulk of the FBI redirects were selected because of a reader’s association with “Intellectual Property” infringing sites like the now defunct Megaupload. But once redirected, you were assigned a cookie. However, some of these were direct connections to the SurvivalBlog site (around 4% of the total.) So if they had kept this practice up long enough and if you visited us enough times then the FBI’s computers would have given you a cookie. This has been verified with sniffer software.

Most alarming about this is that according to James Rawles’ analysis, users’ browsers were first redirected to an FBI server, then forced to download a cookie via their browser, and were then redirected back to his web site – the entire process unbeknownst to the end user because it happens almost instantly. Because the cookie isn’t removed unless you clear it from your browser (you can easily remove cookies manually) every web site subsequently visited by the user would then be logged by an FBI computer in real-time.

You can be assured that if the FBI is engaging in this type of surveillance, Survival Blog and other preparedness web sites aren’t alone. Chances are that, as Rawles mentions, there are hundreds, if not thousands, of web sites being tracked and monitored in similar fashion. A report from the Intel Hub confirms our suspicions, as do our own visitor logs, and we’d venture to guess that most other web sites in the alternative news sphere will see similar access logs.

Perhaps for now the government surveillance net is somewhat limited to specific internet spheres of interest, as their surveillance infrastructure is still being constructed. But it won’t be long, in fact less than 18 months, before they have the ability to track every single phone call, text message, email, image and video upload, blog post, comment, search query and social networking activity in the world. Yes, that’s right, EVERY SINGLE digital interaction:

Martial Law Executive Order: History Should Cause Concern, Not Comfort

Last weekend The New American published an article about President Obama’s issuing of a new Executive Order granting himself power to seize control of America’s national resources during a time of “national emergency.”
The article was reprinted around the country and became the subject of debate among those who saw the edict as a pathway toward peacetime martial law and those who reckoned it was “no big deal.”

Some of those dismissing the content of the order as unimportant were pundits typically found criticizing the President. Ed Morrissey of Hotair.com, for example, told readers that the “the general impact of it is negligible” and that it was nothing more frightening than a regular restatement of previously promulgated emergency preparedness plans.

For those unfamiliar with the story, here is a brief summary of the Executive Order and its contents.

On March 16, the White House posted an Executive Order entitled the National Defense Resources Preparedness Order. In it, the President granted to himself the authority to approve the dispensing of all domestic energy, production, transportation, food, and water supplies as he deems necessary to protect national security.

Despite the national defense hurdle that ostensibly must be jumped in order for the order to take effect, the text of the document itself does not limit implementation to a time of war. In fact, the specific sections of the order make it clear that the President may take complete command and control of the country’s natural resources in peacetime, as well.

In fact, the President may invoke the powers of this order to “meet national defense requirements” in “the full spectrum of emergencies.” The relevant sections read:

Sec. 102. Policy. The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency. The domestic industrial and technological base is the foundation for national defense preparedness. The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defense needs of the United States.

Sec. 103. General Functions. Executive departments and agencies (agencies) responsible for plans and programs relating to national defense (as defined in section 801(j) of this order), or for resources and services needed to support such plans and programs, shall:

(a) identify requirements for the full spectrum of emergencies, including essential military and civilian demand;

(b) assess on an ongoing basis the capability of the domestic industrial and technological base to satisfy requirements in peacetime and times of national emergency, specifically evaluating the availability of the most critical resource and production sources, including subcontractors and suppliers, materials, skilled labor, and professional and technical personnel;

The underlying legal authority for the execution of such a radical order is found in the Defense Production Act of 1950, the President claims. That law combined with the rights vested in him as Commander-in-Chief of the U.S. Armed Forces supposedly empowers the President to endow himself with these expansive powers.

In fact, it is the existence of this earlier law, passed at the start of the Korean War, that naysayers point to as proof that there is nothing to be afraid of in President Obama’s executive embrace of many of the tenets thereof.

Let’s assume, in arguendo, that there is no expansion of power contained in the March 16 Executive Order and that Presidents since 1950 have been able to exercise contol over the full spectrum of domestic food, water, and energy supplies. There would yet be something legitimately fearful in this latest presidential pronouncement.

As stated above, most of the powers afforded the President in Section 201 of the Executive Order were originally included in the Defense Production Act of 1950. These were not inert powers, however, as President Truman indeed justified his imposition of wage and price controls, as well as his regulating of the steel and mining industries during the Korean War.

Given the President's proclivity for not letting grass grow once he believes (regardless of law and reason to the contrary) that he has the power to do something, we are right to worry. Consider, for example, the killing of American citizens by Hellfire missiles after their names were added to the President’s kill list. Anwar al-Awlaki and his 16-year-old son are both dead because President Obama ordered Predator Drone hits on them. Neither of them was accused of any crime; neither of them was given an opportunity to defend himself; and neither of them was given a fair and impartial hearing on the accusations made against them.

When pressed for an explanation, Attorney General Holder was trotted out to parrot the party line and point to “existing law” as evidence that the assassinations were well within the President’s authority. The President found them and their messages offensive and a threat to the homeland, so he ordered the CIA to kill them.

It is this attitude that causes constitutionalists to shudder. This executive order is but the latest document in President Obama’s ever-expanding dossier of dictatorship. The National Defense Authorization Act permits the President to deploy the military to arrest and indefinitely detain American citizens without charge and without due process. The Federal Restricted Buildings and Ground Improvement Act revokes the rights of speech and assembly protected by the First Amendment.

Again, when he deigns to provide some sort of pretext, President Obama orders one of his agents to take the fire. It was just days ago, for example, that Secretary of Defense Leon Panetta was sent to Congress to inform the people’s elected representatives that his boss would no longer need their permission to wage war around the globe. No, President Obama would get his authority from international treaties and the United Nations. The Constitution would be ignored.

Readers are encouraged to study the history of tyranny. Demagogues are always crowned by the people with autocratic authority in response to the need for safety, particularly when faced with the exigencies of national emergencies. Although its mention is nearly cliché, consider the example of Germany in the 1930s.

In 1933, the German people were bent under the crushing weight of inflation and international opprobrium. In response, the Reichstag passed the Enabling Act. Through the enactment of this law, Adolf Hitler was given the expansive powers that effectively established his dictatorship. And as is the case with this latest Executive Order (and the NDAA for that matter), the most oppressive provisions of the Enabling Act authorized Hitler to act without the interference of the people’s elected leaders in the Reichstag.

There is something to be learned from the formal name of the Enabling Act. It was "Gesetz zur Behebung der Not von Volk und Reich," which translated means "Law to Remedy the Distress of the People and Reich." President Obama, in the name of emergency preparedness, has now granted himself powers eerily similar to those granted by the German Reichstag to Adolf Hitler and for much the same stated reason: the protection of the people.

The question remains: Assuming that the control over our natural resources as outlined in the Executive Order is nothing new, why are so many influential conservatives content to trust a President so demonstrably dismissive of the Constitution to reclaim these powers?

It is the fact that there is historical precedent for the grant and exercise of these powers that cause us concern, not give us comfort.

The international insurgent President Barack Obama hosted Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper for talks on transnational trade and security Monday. This is a blatant display of an international socialist cabal, intent on further destroying the sovereignty of our republic and our individual states.

Mexican President Calderon proudly stated that his socialist government had confiscated 140,000 firearms in Mexico and then tried to imply that every one of them was bought in a gun store in the United States. He blamed the rash of violence in Mexico on the sunsetting of our unconstitutional assault weapons ban, suggesting new gun restrictions and confiscations in the United States as a necessity for Mexico’s security.

There was of course no mention of the fact that our southern border is being deliberately left wide open. And of course no mention of the fact that US Attorney General Eric Holder, acting as representative for the insurgent Obama and in correlation with the Mexican government, has been running guns to Mexico and drugs back into the United States for years now.

This communist parley was immediately followed by the announcement that the FBI had arrived in Florida to begin investigating the death of Trayvon Martin. It looks like what this whole thing is building into is an attempt at gun confiscation in the United States.

The US government has begun buying up millions of rounds of ammunition, in fact to the point that it has driven up prices and availability for we the people here at home. What we are about to see is a coordinated attack on US nationality and our sovereignty.

Considering the duplicit acts the US government has been caught in in the past three years, using our own military to disarm us is not feasible. In fact what is left of our military in this country is now being considered the enemy as our troops are themselves preparing to stop the socialist insurgency in the United States.

This transnational cabal that has been formed is in preparation for Mexican and Canadian troops to be brought into the United States to disarm the American people in the name of safety and, as psychotic as it sounds, justice for Trayvon Martin.

The Martin case has been latched onto by the socialists in an attempt to put forth the illusion of racial disunity to the extent that the federal government has now had to step in. We must realize that 90% of the killings in the United States are blacks killing blacks and this is a direct result of inner city poverty and the $40 billion per year drug war, which cannot be won because the insurgents in our government are the cartel making billions from the prohibitions to our freedom to smoke or ingest whatever we please.

There are no words to describe the extent of the duplicity and treason we are seeing occur right before our eyes. We must wrap our arms around our 2nd Amendment and prepare to drive the invaders from our borders. ACLU Assails 100-Mile Border Zone as ‘Constitution-Free’ – Update

Government agents should not have the right to stop and question Americans anywhere without suspicion within 100 miles of the border, the American Civil Liberties Union said Wednesday, pointing attention to the little known power of the federal government to set up immigration checkpoints far from the nation’s border lines.

The government has long been able to search people entering and exiting the country without need to say why, which is known as the border search exception of the Fourth Amendment.

After 9/11, Congress gave the Department of Homeland Security the right to use some of its powers deeper within the country, and now DHS has set up at least 33 internal checkpoints where they stop people, question them and ask them to prove citizenship, according to the ACLU.

"It is a classic example of law enforcement powers expanding far beyond their proper boundaries – in this case, literally,” said Caroline Fredrickson, who heads the ACLU’s Washington, D.C., Legislative Office.

The ACLU says it has scores of complaints from citizens and wants Congress to investigate and roll back the buffer zone. According to a map the rights group released Wednesday, some 190 million citizens live within what the ACLU dubs the "Constitution-free Zone."

DHS spokesman Jason Ciliberti says the ACLU’s description of the zone as "Constitution-Free" couldn’t be further from the truth and that the check points follow rules set by Supreme Court rulings.

"We don’t have the abilitty to just set up checkpoints willy-nilly," Ciliberti said. "The Supreme Court has determined that brief investigative encontuers do not constitute a serach or seizure."

When citizens or visa holders encounter a checkpoint, most are waived on after showing identification, but if an agent suspects the person is not lawfully in the country, the agent can detain the person until the agent’s investigation is satisfied.

The government has long had the power to set up such check points, but has recently expanded the number of permanent and ‘tactical’ check points and deployed them in areas they hadn’t before — such as near the Canadian border.

The courts, however, are not on the ACLU’s side — and have regularly ruled that the Fourth Amendment’s protections don’t extend to the border area, airport screening or even to laptops at the border.

In a video shown to reporters at a national press conference event Wednesday, retired San Diego social worker Vince Peppard complained that he and his wife were stopped at a checkpoint on a road east of San Diego on I-94, many miles after crossing back into the United States with tiles he’d bought in Mexico.

When he refused to let the Customs and Border Protection officer search his car, the officer led him to a bench, called in the contraband dog and then "ransacked" his car.

"I didn’t feel like I was inside the U.S.," Peppard said, calling the search on the side of the road embarrassing. "I felt like I was in a B-movie with Nazis asking for my papers."

ACLU attorney Chris Calabrese is certain there are more people who have been negatively affected than have complained.

As an example, he cited Seattle’s domestic ferries, where DHS agents ask passengers for ID to check their citizenship and use license plate readers.

"The people who live on these islands are undergoing this extra scrutiny just when they are going to get their groceries," Calabrese said.

Customs and Border Protection Cilberti’s says he did not specifically look into Peppard’s case, but said that refusing a search does not create probable cause for a search and that if a CBP agent searched his car, it’s because their experience and training made them believe they had probable cause.

The ACLU hopes that Congress will include changes to the border zone in traveler privacy protection bills that focus on prohibiting suspicion-less searches and seizures of laptops at the border. Congress is currently out of session and would not move on any legislation until sometime in 2009 at the earliest.

The American government “is using its power to intimidate, prosecute and prevent government employees from sharing information about state officials’ misconduct”, insists Stephen Kohn, attorney and author of The Whistleblower’s Handbook.

*This attack on whistleblowers in America is an attack on fundamental freedom of speech, “preventing the American people from learning about the abuses of their government,” warned the attorney.

“The doctrine of the state secret privilege in the US puts a censorship veil over everything you want to blow a whistle on.”

Former CIA Officer John Kiriakou, who was the first official to confirm the waterboarding of terrorist suspects, has been indicted for repeatedly disclosing sensitive information to journalists.

The same law was also used against whistleblower Bradley Manning, the army private who handed secret documents to Wikileaks.

Both cases go against the very basics of the US constitution, says Stephen Kohn.

“The First Amendment was enacted to prevent precisely what we’re seen unfolding today. People in the government witness abuses and they have a right to blow the whistle on them,” Kohn points out. “We are challenging the legal predicates that they have used to prosecute and suppress throughout this country. We are challenging them because they are illegal and unconstitutional,” he said.

“It is government misconduct that the government wants to suppress the public ever learning about. It is the heart of the First Amendment,” Kohn continued, explaining that “the core of the First Amendment is the protection of the people who want to expose the misconduct of government.”

In 2008, when campaigning for president, Barack Obama told voters in Fairfax, Virginia, that he is preparing a federal law to protect those who disclose suspect practice.

“I wrote a brief for a federal whistleblowers law, to make sure that it applied in more situations all the way to the Supreme Court… making sure that those whistleblowers get protection,” Obama said.

But under the Obama administration, whistleblowers have received treatment much more harsh than in the times of George W. Bush.

Stephen Kohn says it’s vital to be more aggressive with those in government who intend to gag dissenters.

“We need an adult in the room. We need someone to stand up and say, ethics in government is important. Those in the government who want to suppress dissent have to be either pushed back, or they have to be fired,” argued Kohn, noting that Obama appears to have ditched his concern for whistleblowers.

“We have to demand that our constitutional rights are protected, we have to take those claims to court, all the way to the Supreme Court if necessary, and we have to go to the Congress for the American people to fight for their rights,” the attorney called on Americans.

“These rights are not passive. If you wait for someone to give them to you – they will retaliate and you will be waiting a long time,” Kohn warned.

The modular force’s ability to positively influence and shape the opinions, attitudes, and behaviors of select populations is critical to tactical, operational, and strategic success.

An adaptive enemy will manipulate populations that are hostile to U.S. intent by instigating mass civil disobedience, directing criminal activity, masking their operations in urban and other complex terrain,

1-10. A CI is a civilian who is interned during armed conflict, occupation, or other military operation for security reasons, for protection, or because he or she committed an offense against the detaining power. DISLOCATED CIVILIANS

1-19. The term dislocated civilian is a broad term that includes a displaced person, an evacuee, an expellee, an internally displaced person, a migrant, a refugee, or a stateless person. (JP 3-57) DCs are individuals who leave their homes for various reasons, such as an armed conflict or a natural disaster, and whose movement and physical presence can hinder military operations. They most likely require some degree of aid, such as medicine, food, shelter, or clothing. DCs may not be native to the area or to the country in which they reside. (See chapter 10.) The following DC subcategories are also defined in JP 3-57:

Displaced person. A displaced person is a civilian who is involuntarily outside the national boundaries of his or her country. (JP 1-02) Displaced persons may have been dislocated because of a political, geographical, environmental, or threat situation.
Evacuee. An evacuee is a civilian removed from a place of residence by military direction for reasons of personal security or the requirements of the military situation. (JP 3-57)
Internally displaced person. An internally displaced person is any person who has left their residence by reason of real or imagined danger but has not left the territory of their own country.Internally displaced persons may have been forced to flee their homes for the same reasons as refugees, but have not crossed an internationally recognized border.
Expellee. An expellee is a civilian outside the boundaries of the country of his or her nationality or ethnic origin who is being forcibly repatriated to that country or to a third country for political or other purposes. (JP 3-57)
Migrant. A migrant is a person who (1) belongs to a normally migratory culture who may cross national boundaries, or (2) has fled his or her native country for economic reasons rather than fear of political or ethnic persecution. (JP 3-57)
Refugee. A refugee is a person, who by reason of real or imagined danger, has left their home country or country of their nationality and is unwilling or unable to return.
Stateless person. A stateless person is a civilian who has been denationalized or whose country of origin cannot be determined or who cannot establish a right to the nationality claimed.

AGENCIES CONCERNED WITH INTERNMENT AND RESETTLEMENT

1-40. External involvement in I/R missions is a fact of life for military police organizations. Some government and government-sponsored entities that may be involved in I/R missions include—

International agencies.
UN.
International Committee of the Red Cross (ICRC).
International Organization of Migration.
U.S. agencies.
Local U.S. embassy.
Department of Homeland Security.
U.S. Immigration and Customs Enforcement (ICE).
Federal Emergency Management Agency.

1-41. The U.S. Army National Detainee Reporting Center (NDRC), supported by theater detainee reporting centers (TDRCs), detainee accountability, including reporting to the ICRC central tracing agency.

1-42. There are also numerous private relief organizations, foreign and domestic, that will likely be involved in the humanitarian aspects of I/R operations. Likewise, the news media normally provides extensive coverage of I/R operations. Adding to the complexity of these operations is the fact that DOD is often not the lead agency. For instance, the DOD could be tasked in a supporting role, with the Department of State or some other agency in the lead. (See appendix E.)

SUPPORT TO CIVIL SUPPORT OPERATIONS

2-39. Civil support is the DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities. (JP 3-28) Civil support includes operations that address the consequences of natural or man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.

2-40. The I/R tasks performed in support of civil support operations are similar to those during combat operations, but the techniques and procedures are modified based on the special OE associated with operating within U.S. territory and according to the categories of individuals (primarily DCs) to be housed in I/R facilities. During long-term I/R operations, state and federal agencies will operate within and around I/R facilities within the scope of their capabilities and identified role. Military police commanders must closely coordinate and synchronize their efforts with them especially in cases where civil authority and capabilities have broken down or been destroyed.

PSYCHOLOGICAL OPERATIONS OFFICER

3-55. The PSYOP officer in charge of supporting I/R operations serves as the special staff officer responsible for PSYOP. The PSYOP officer advises the military police commander on the psychological impact of military police or MI actions to prevent misunderstandings and disturbances by detainees and DCs. The supporting I/R PSYOP team has two missions that reduce the need to divert military police assets to maintain security in the I/R facility. (See appendix J.) The team—

Assists the military police force in controlling detainees and DCs.
Introduces detainees or DCs to U.S. and multinational policy.

3-56. The PSYOP team also supports the military police custodial mission in the I/R facility. The team—

Develops PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations.
Gains the cooperation of detainees or DCs to reduce the number of guards needed.
Identifies malcontents, trained agitators, and political leaders within the facility who may try to organize resistance or create disturbances.
Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.
Identifies political activists.
Provides loudspeaker support (such as administrative announcements and facility instructions when necessary).
Helps the military police commander control detainee and DC populations during emergencies.
Plans and executes a PSYOP program that produces an understanding and appreciation of U.S. policies and actions.

‘We Are Preparing For Massive Civil War’ Says DHS Informant

In a riveting interview on TruNews Radio, Wednesday, private investigator Doug Hagmann said high-level, reliable sources told him the U.S. Department of Homeland Security (DHS) is preparing for “massive civil war” in America.

“We have problems . . . The federal government is preparing for civil uprising,” he added, “so every time you hear about troop movements, every time you hear about movements of military equipment, the militarization of the police, the buying of the ammunition, all of this is . . . they (DHS) are preparing for a massive uprising.”

Hagmann goes on to say that his sources tell him the concerns of the DHS stem from a collapse of the U.S. dollar and the hyperinflation a collapse in the value of the world’s primary reserve currency implies to a nation of 311 million Americans, who, for the significant portion of the population, is armed.

Uprisings in Greece is, indeed, a problem, but an uprising of armed Americans becomes a matter of serious national security, a point addressed in a recent report by the Pentagon and highlighted as a vulnerability and threat to the U.S. during war-game exercises at the Department of Defense last year, according to one of the DoD’s war-game participants, Jim Rickards, author of Currency Wars: The Making of the Next Global Crisis.

Through his sources, Hagmann confirmed Rickards’ ongoing thesis of a fear of a U.S. dollar collapse at the hands of the Chinese (U.S. treasury bond holders of approximately $1 trillion) and, possibly, the Russians (threatening to launch a gold-backed ruble as an attractive alternative to the U.S. dollar) in retaliation for aggressive U.S. foreign policy initiatives against China’s and Russia’s strategic allies Iran and Syria.

“The one source that we have I’ve known since 1979,” Hagmann continued. “He started out as a patrol officer and currently he is now working for a federal agency under the umbrella of the Department of Homeland Security; he’s in a position to know what policies are being initiated, what policies are being planned at this point, and he’s telling us right now—look, what you’re seeing is just the tip of the iceberg. We are preparing, we, meaning the government, we are preparing for a massive civil war in this country.”

“There’s no hyperbole here,” he added, echoing Trends Research Institute’s Founder Gerald Celente’s forecast of last year. Celente expects a collapse of the U.S. dollar and riots in America some time this year.

Since Celente’s ‘Civil War’ prediction of last year, executive orders NDAA and National Defense Resources Preparedness were signed into law by President Obama, which are both politically damaging actions taken by a sitting president.

And most recently, requests made by the DHS for the procurement of 450 million rounds of hollow-point ammunition only fuels speculation of an upcoming tragic event expected on American soil.

These major events, as shocking to the American people as they are, have taken place during an election year.

Escalating preparatory activities by the executive branch and DHS throughout the last decade—from the Patriot Act, to countless executive orders drafted to suspend (or strip) American civil liberties “are just the beginning” of the nightmare to come, Hagmann said.

He added, “It’s going to get so much worse toward the election, and I’m not even sure we’re going to have an election in this country. It’s going to be that bad, and this, as well, is coming from my sources. But one source in particular said, ‘look, you don’t understand how bad it is.’ This stuff is real; these people, the Department of Homeland Security (DHS), they are ready to fight the American people.”

TruNews‘ Wiles asked Hagmann: who does the DHS expect to fight, in particular? Another North versus South, the Yankees against the Confederates? Hagmann stated the situation is far worse than a struggle between any two factions within the U.S.; it’s an anticipated nationwide emergency event centered on the nation’s currency.

“What they [DHS] are expecting, and again, this is according to my sources, what they’re expecting is the un-sustainability of the American dollar,” Hagmann said. “And we know for a fact that we can no longer service our debt. Obama Signs Executive Order Declaring International Law for the United States

On May 1, 2012, our Glorious Leader, Premier Barack Obama AKA Barry Soetoro AKA Barry the Rat, signed yet another Executive Order – Promoting International Regulatory Cooperation. This dictate is designed to standardize regulations between the United States and it’s so called trading partners.

What is a regulation? A law. So what is actually being attempted here is a standardization of international law. It is an absolute violation of the Constitution for the United States to legislate our law outside of our borders.

Considering the many international security agreements the traitors occupying our highest seats of power have entered into, this latest executive order can absolutely be used to institute gun confiscation laws/regulations, without any consent by our Congress or our Judicial. And once these foreign laws are brought to the United States under the various security agreements, foreign troops will be brought in to enforce the foreign laws upon the people of the United States.

So look at what we have now.

The Patriot Act which allows unlimited spying on the American people by the government.
The National Defense Authorization Act with Sections 1021 and 1022 for the military arrests and indefinite detention of American nationals without any due process of the law.
HR 347 Trespass Law for the implementation of Sections 1021 and 1022 of the National Defense Authorization Act upon any citizen who dares to speak out against the insurgency.
Executive Order National Defense Resources Preparedness Act, which allows the dictator to confiscate every resource of the United States, including we the people as conscripts to be put in servitude to the insurgency.
This is exactly what the Bolsheviks did to the Russian people in 1917. Now we have this new executive order for the implementation of laws not legislated by our Congress. If we were to allow ourselves to be disarmed by these international soviet socialists, the next step would be to eliminate everyone who refuses to acquiesce to collective slavery.

This latest executive order is nothing more than another act of blatant treason and we the American people must reject it absolutely.

EXECUTIVE ORDER

PROMOTING INTERNATIONAL REGULATORY COOPERATION

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to promote international regulatory cooperation, it is hereby ordered as follows:

Section 1. Policy. Executive Order 13563 of January 18, 2011 (Improving Regulation and Regulatory Review), states that our regulatory system must protect public health, welfare, safety, and our environment while promoting economic growth, innovation, competitiveness, and job creation. In an increasingly global economy, international regulatory cooperation, consistent with domestic law and prerogatives and U.S. trade policy, can be an important means of promoting the goals of Executive Order 13563.

The regulatory approaches taken by foreign governments may differ from those taken by U.S. regulatory agencies to address similar issues. In some cases, the differences between the regulatory approaches of U.S. agencies and those of their foreign counterparts might not be necessary and might impair the ability of American businesses to export and compete internationally. In meeting shared challenges involving health, safety, labor, security, environmental, and other issues, international regulatory cooperation can identify approaches that are at least as protective as those that are or would be adopted in the absence of such cooperation. International regulatory cooperation can also reduce, eliminate, or prevent unnecessary differences in regulatory requirements.

Sec. 2. Coordination of International Regulatory Cooperation. (a) The Regulatory Working Group (Working Group) established by Executive Order 12866 of September 30, 1993 (Regulatory Planning and Review), which was reaffirmed by Executive Order 13563, shall, as appropriate:
(i) serve as a forum to discuss, coordinate, and develop a common understanding among agencies of U.S. Government positions and priorities with respect to:
(A) international regulatory cooperation activities that are reasonably anticipated to lead to significant regulatory actions;
(B) efforts across the Federal Government to support significant, cross-cutting international regulatory cooperation activities, such as the work of regulatory cooperation councils; and

(C) the promotion of good regulatory practices internationally, as well as the promotion of U.S. regulatory approaches, as appropriate; and

(ii) examine, among other things:

(A) appropriate strategies for engaging in the development of regulatory approaches through international regulatory cooperation, particularly in emerging technology areas, when consistent with section 1 of this order;

(B) best practices for international regulatory cooperation with respect to regulatory development, and, where appropriate, information exchange and other regulatory tools; and

(C) factors that agencies should take into account when determining whether and how to consider other regulatory approaches under section 3(d) of this order.

(b) As Chair of the Working Group, the Administrator of the Office of Information and Regulatory Affairs (OIRA) of the Office of Management and Budget (OMB) shall convene the Working Group as necessary to discuss international regulatory cooperation issues as described above, and the Working Group shall include a representative from the Office of the United States Trade Representative and, as appropriate, representatives from other agencies and offices.

(c) The activities of the Working Group, consistent with law, shall not duplicate the efforts of existing interagency bodies and coordination mechanisms. The Working Group shall consult with existing interagency bodies when appropriate.

(d) To inform its discussions, and pursuant to section 4 of Executive Order 12866, the Working Group may commission analytical reports and studies by OIRA, the Administrative Conference of the United States, or any other relevant agency, and the Administrator of OIRA may solicit input, from time to time, from representatives of business, nongovernmental organizations, and the public.

(e) The Working Group shall develop and issue guidelines on the applicability and implementation of sections 2 through 4 of this order.

(f) For purposes of this order, the Working Group shall operate by consensus.

Sec. 3. Responsibilities of Federal Agencies. To the extent permitted by law, and consistent with the principles and requirements of Executive Order 13563 and Executive Order 12866, each agency shall:

(a) if required to submit a Regulatory Plan pursuant to Executive Order 12866, include in that plan a summary of its international regulatory cooperation activities that are reasonably anticipated to lead to significant regulations, with an explanation of how these activities advance the purposes of Executive Order 13563 and this order;

(b) ensure that significant regulations that the agency identifies as having significant international impacts are designated as such in the Unified Agenda of Federal Regulatory and Deregulatory Actions, on RegInfo.gov, and on Regulations.gov;

(c) in selecting which regulations to include in its retrospective review plan, as required by Executive Order 13563, consider:

(i) reforms to existing significant regulations that address unnecessary differences in regulatory requirements between the United States and its major trading partners, consistent with section 1 of this order, when stakeholders provide adequate information to the agency establishing that the differences are unnecessary; and

(ii) such reforms in other circumstances as the agency deems appropriate; and

(d) for significant regulations that the agency identifies as having significant international impacts, consider, to the extent feasible, appropriate, and consistent with law, any regulatory approaches by a foreign government that the United States has agreed to consider under a regulatory cooperation council work plan.

Sec. 4. Definitions. For purposes of this order:

(a) “Agency” means any authority of the United States that is an “agency” under 44 U.S.C. 3502(1), other than those considered to be independent regulatory agencies, as defined in 44 U.S.C. 3502(5).

(b) “International impact” is a direct effect that a proposed or final regulation is expected to have on international trade and investment, or that otherwise may be of significant interest to the trading partners of the United States.

(c) “International regulatory cooperation” refers to a bilateral, regional, or multilateral process, other than processes that are covered by section 6(a)(ii), (iii), and (v) of this order, in which national governments engage in various forms of collaboration and communication with respect to regulations, in particular a process that is reasonably anticipated to lead to the development of significant regulations.

(d) “Regulation” shall have the same meaning as “regulation” or “rule” in section 3(d) of Executive Order 12866.

(e) “Significant regulation” is a proposed or final regulation that constitutes a significant regulatory action.

(f) “Significant regulatory action” shall have the same meaning as in section 3(f) of Executive Order 12866.

Sec. 5. Independent Agencies. Independent regulatory agencies are encouraged to comply with the provisions of this order.

Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to a department or agency, or the head thereof;

(ii) the coordination and development of international trade policy and negotiations pursuant to section 411 of the Trade Agreements Act of 1979 (19 U.S.C. 2451) and section 141 of the Trade Act of 1974 (19 U.S.C. 2171);

(iii) international trade activities undertaken pursuant to section 3 of the Act of February 14, 1903 (15 U.S.C. 1512), subtitle C of the Export Enhancement Act of 1988, as amended (15 U.S.C. 4721 et seq.), and Reorganization Plan No. 3 of 1979 (19 U.S.C. 2171 note);

(iv) the authorization process for the negotiation and conclusion of international agreements pursuant to 1 U.S.C. 112b(c) and its implementing regulations (22 C.F.R. 181.4) and implementing procedures (11 FAM 720);

(v) activities in connection with subchapter II of chapter 53 of title 31 of the United States Code, title 26 of the United States Code, or Public Law 111-203 and other laws relating to financial regulation; or

(vi) the functions of the Director of OMB relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

The Continually Expanding Definition of Terrorism

Public Intelligence

Though the United States has been engaged in a Global War on Terror for more than a decade, the U.S. Government surprisingly does not have a standardized definition of terrorism that is agreed upon by all agencies. The State Department, Federal Bureau of Investigation and a number of other government agencies all utilize differing definitions of what constitutes an act of terrorism. This lack of agreement has allowed individual agencies to present different and, in some cases, far more inclusive definitions of terrorist acts enabling the use of expanded investigative procedures that might not be applicable in other agencies.

The FBI utilizes a definition of terrorism based upon the agency’s general functions under 28 CFR § 0.85. Under this regulation an act of terrorism is defined by “the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.” The USA PATRIOT Act expanded this definition to include domestic acts within the definition of terrorism. Section 802 of the USA PATRIOT Act modified the legal definition of terrorism (18 USC § 2331) to include a category of “domestic terrorism” that is defined by “acts dangerous to human life that are a violation of the criminal laws of the United States or of any State” intended to “intimidate or coerce a civilian population”, “influence the policy of a government by intimidation or coercion” or “affect the conduct of a government by mass destruction, assassination, or kidnapping” that are conducted primarily within the jurisdiction of the U.S. At the time, this expansion of the definition of terrorism was decried by the ACLU as “broad enough to encompass the activities of several prominent activist campaigns and organizations.”

One of the defining features of terrorist acts has always been a component of violence. Even under the expanded definition of terrorism created by the USA PATRIOT Act, there must be an act that is “dangerous to human life” indicating some form of physical harm to others could arise from the action. However, the Homeland Security Act of 2002, which created the Department of Homeland Security, extended the definition of terrorism further by including any act that is “damaging to critical infrastructure or key resources.” Though this definition differs from the legal definition of international and domestic terrorism under 18 USC § 2331, the modified definition is currently used by DHS as the basis for their own activities and intelligence products that are disseminated to federal, state and local law enforcement. The modified definition of terrorism is presented in a revised Domestic Terrorism and Homegrown Violent Extremism Lexicon published last year by DHS:

Any activity that involves an act that is dangerous to human life or potentially destructive to critical infrastructure or key resources, and is a violation of the criminal laws of the United States or of any state or other subdivision of the United States and appears to be intended to intimidate or coerce a civilian population to influence the policy of a government by intimidation or coercion, or to affect the conduct of a government by mass destruction, assassination, or kidnapping.

Notice that the statement “potentially destructive to critical infrastructure or key resources” is part of a disjunction, indicating that the act need not be “dangerous to human life” for it to be considered an act of terrorism. This means that, according to DHS, a non-violent actor could be capable of committing an act of terrorism simply by engaging in “potentially destructive” behavior towards some part of the nation’s critical infrastructure. Due to the fact that large sections of domestic infrastructure, including everything from banks to bridges to milk processing plants, are now considered critical infrastructure, a wide range of “potentially destructive” actions could be investigated by DHS or any one of the dozens of fusion centers around the country as potential acts of terrorism. The DHS Domestic Terrorism Lexicon states that the definitions presented in the document are designed to “assist federal, state, and local government officials with the mission to detect, identify, and understand threats of terrorism against the United States by facilitating a common understanding of the terms and definitions that describe terrorist threats to the United States.”

A recent report from the Congressional Research Service states that this ambiguity in the definition of terrorism can create confusion “in the investigative process regarding exactly when criminal activity becomes domestic terrorism.” The report also notes that the government often uses the terms “extremist” and “terrorist” interchangeably creating further ambiguity as to what exactly constitutes an act of terrorism. A 2009 study from Syracuse University found that U.S. Federal District Courts, the Department of Justice’s National Security Division and federal prosecutors all rely on different criteria to determine whether or not specific cases involve terrorist acts. This lack of agreement has led to widespread failures to obtain prosecutions of suspects recommended for charges by investigative agencies. In fact, the study found that from 2004-2009 “assistant United States attorneys all over the country declined to bring any charges against two out of every three (67%) of the thousands of terrorism matters that the investigative agencies had recommended for criminal prosecution.” The Syracuse study ends with a warning about the ambiguity surrounding the definition of terrorism:

The strong evidence that various parts of the government do not share a common understanding about terrorism has important consequences for all Americans. Those most immediately affected are the thousands of people whom the investigative agencies each year incorrectly recommend for prosecution in federal court. But to the extent that the investigators systematically waste their time targeting the wrong suspects, the chances increase that they will fail to identify the real terrorists who right now may be seeking to plant bombs, spread poisons or otherwise harm a much larger number of innocent people.

To solve these problems the study offers a surprisingly straightforward solution: come up with “a clear and understandable definition of terrorism.”
