WASHINGTON - Homeland Security Secretary Michael Chertoff on Monday defended the construction of a fence along the southwest border, saying it's actually better for the environment than what happens when people illegally cross the U.S.-Mexico line.
"Illegal migrants really degrade the environment. I've seen pictures of human waste, garbage, discarded bottles and other human artifact in pristine areas," Chertoff said in a telephone interview with The Associated Press. "And believe me, that is the worst thing you can do to the environment."
To curb illegal immigration, the U.S. government plans to complete 670 miles of fencing on the southwest border by the end of 2008.
But this has drawn complaints about damaging the cross-border economy and hurting the environment. Wildlife enthusiasts fear the natural wonders of the Rio Grande Valley in Texas could be spoiled by fences and barriers and could harm some animals by cutting them off from the only source of fresh water.
Chertoff said the department has been able to satisfy most environmental concerns and will continue to address them. But if someone goes to court to slow construction, he said the department will use the environmental waiver authority Congress authorized.
For now, he said, everything is on track and the department exceeded its goal to complete 150 miles of fencing along the Mexican border by the end of the 2007 fiscal year, which was Sunday. Chertoff also said apprehensions of illegal migrants at the border have gone down about 20 percent in the past year.
"I was really driving these guys hard to make sure that we were getting this done," Chertoff said of the fence. "This is one of those deals where we made a promise, and we've lived up to that promise."
Last month, Chertoff said there was glitch in a "virtual fence" - a 28-mile stretch of surveillance technologies near the border southwest of Tucson - and he would not pay the contractor, Boeing Co., until that was resolved. The glitch was that the technologies were not all working together so that images caught on radar could be sent to a Border Patrol agent monitoring the system, Chertoff said Monday.
But he also said the problem "appears to be getting fixed" and Chertoff said the program will undergo its final testing phase this month.
"I've seen this kind of system work in other settings, so it's not a novel or a technologically difficult task," he said. "But because it is complicated, and because it's a demanding environment, we just weren't comfortable that we were happy with the way it was working."

It is something to do with his parents being israeli citizens i believe.
They really try to hide this fact.
Do you find it a bit troubling that the guy in charge of all of homeland security has these potential divided loyalties?
Maybe the reason he did nothing about Katrina is because the US is not the nation closest to his heart.
Of course maybe he is just an over educated dipshit in a suit.
in either case i don't want him in charge of homeland security at this point.

I'm not a fan of Chertoff, but you actually believe he's some kind of evil Israeli agent, just because his parents are from Israel?

That stuff aside - he still has no way of securing a good percentage of the borders - the US gave the Indian tribes certain concessions as they were siping them out - one of them was some reservations that tend to be in the middle of no where - and since some of thsoe reservation lands straddle the border with lands on both the US and Mexican side - and the treatys were written to allow them free access to all of their tribal land - the US cannot place fences on those hundreds of miles of border
Thats the biggest reason why listening to these guys in congress authorizing billions of dollars for a continuous fence was such a scam
As far as a lawyer being in charge of that homeland security group - who cares - he's not expected to do anything - and they have totally deadlocked FEMA - which used to be a fantastic operation - and cannot do anything anymore.
Ive always loved the fact that instead of calling it something like US security or the terrorism security group - they chose to use the same moniker that Hitler did to describe Germany and give a "fondness" to the name - the Homeland
If you only knew how involved the Israelis are with our secure electronic networks. There's a reason why we support them on everything and give them all the nukes they want.
Our interests seem to be the same so it's no big deal right now.
I don't think Chertoff has spent much time if any in Israel so I don't think he's any more loyal to that country then Pat Robertson or others in the administration.
When you think about it the entire fence thing is a window dressing. We have an administration that has been inviting them here. There is no punishment for hiring them. People that complain about them gladly buy the homes they built, eat the food that they prepare and drive on the roads that they paved.
When I see people start to boycott organizations that use illegal immigrants then I finally start to believe that people don't want them here.

The fence and all the "talk" is nothing but busy work and a distraction to keep
most Americans from really noticing how our country is being chipped away.
We dont need a fence. We just need to enforce our law and deny jobs and services
to anyone other than American citizens or those in the process of becoming citizens..
the old fashioned way......legally!
Promote "self deportation".

The hypocricy of national security, when it comes to border security, just blows my mind.

Sir Moby - speaking of inviting them here - I noticed Bush signed an executive order two days ago dropping tariffs and duties on products shipped from Mexico into the US - seems he's decided to expand Nafta to the Mexicans wet dreams

There are a lot of right wing religious nut who would & ARE selling this nation out for a foothold in the 'holy land'.
I don't know about Chertoff, but in light of the Israeli 911 connections AND how he BUNGLED katrina he has absolutely NO business being in charge of a dog kennel let alone US homeland security.
and YES he is an Israeli citizen by Israeli law.
that said, he is probably correct about degredation of the environment, but it isn't like major toxic chemical spills & in light of the human tragedy that seems trivial.
I do support fencing & guarding our borders which the traitor bush has failed to do.
We are creating hell on earth in Iraq instead of maintaining coherently secure borders, that is just insane.
But it is all about corporate corruption. Employers gouging vulnerable illegals & depressing US wages & DUCKING EMPLOYMENT TAXES & BENEFITS.
The criminal corporate culture at work.
Where ultra rich criminals & desperately poor criminals put the squeeze on honest working middle class. And all done with criminal government support.
How can you educate your workforce when your entire population is hemorrhaging? Like trying to heat a house in the freeze of winter with all the doors & windows open. It is just insane.
If i am patriotic to America, does that mean i have to be [am] patriotic to all the illegals?

No truer post ever appeared on any board! You nailed it.
The greedy idiots of the corporations who can see nothing but dollar signs
dont look far enough down the road to see that when everyones disposable
income falls to a level where they cant buy the corps manufactured goods,
the CEOs wont be able to continue to make huge profits. Duh. Its not smart
to kill the goose that lays the golden eggs.....us consumers. There will be
a tipping point and it is growing closer than I imagined but its looming. It
doesnt take rocket science to see it.

The term "failed" is a sore spot for me. Bush has failed nothing. He has
refused to enforce our laws and encouraged illegal immigration for his buddies
in business for themselves I might add. Hes done exactly what he intended to
do!

Sunday I went to the supermarket and when I walked in and looked around for one hazy second, I thought I was in Mexico...there were more Mexican folks than any other nationality in the store.
DUCKING EMPLOYMENT TAXES & BENEFITS.
This is the key right here. Keep borrowing money until it's time for another President to pay it off. Then blame them for Iraq, the debt and the recession. That makes it easy to run Jeb in 2012/2016 :)

who is building the fence? and the illegals make a mess but it is easily cleaned up, all it is is trash like water containers and stuff they need to cross the desert, spending money on lots more border agents instead of a fence that nobody will be watching would be money better spent imo
That is why we need a broader strategy at the border that leverages the right tools, technology, and people. This year we’ve increased the size of the Border Patrol to more than 14,900 agents. Next year we’ll have 18,300 agents – effectively doubling the size of the Border Patrol since January 2001. We’ve also deployed unmanned aerial vehicles and ground-based radar. And we’ve deployed the first 28 miles of our SBInet program to add high-tech cameras, sensors, and aerial surveillance to the border to increase our coverage and effectiveness. We expect this SBInet system to be fully activated in the coming weeks.
how much money is all the useless hi-tech stuff costing taxpayers? scrap it all and up the border agents to 30k and you might stop the crossings or at least funnel them to a manageable place... we really need unmanned aircraft down there? hey look there goes some more illegals crossing on our high altitude camera, swoop them maybe they'll go home
