I wish I could help you. IF you can afford it, I would hire an attorney familiar with military law including proceedings and obastacles you are facing. You may be able to find one that would do it pro-bono for the publicity.

Publicity without winning would be counter-productive. I have to know first how common this type of thing is, if it is. Then I have to be careful on how I go about dealing with it. And nobody has any money for anything. Right now i'm just trying to find out how often this extreme a situation happens; and if it violates his rights, in existing military regulations.

It would be bad publicity for the Army and their recruiting efforts, if there is no money, media attention and a pro-bono attorney may be your only option.
