Defending his reasoning, if not his outburst, today Rep. Joe Wilson, R-SC, declared that “the Congressional Research Service has indicated that indeed the bills that are before Congress would include illegal aliens.”
What Rep. Wilson had so bluntly yelled was a “lie” last night was a different assertion; President Obama had said, “the reforms I’m proposing would not apply to those who are here illegally.” In other words, the president had changed the debate from any specific legislation to what he was proposing – and, indeed the White House last night posted a 2 ½ page legislative outline called “The Obama Plan” on its website, which as of today seems to be the only plan White House officials are willing to discuss or defend.
But be that as it may, we decided to take a look at the August 26 Congressional Research Service report "Treatment of Noncitizens in H.R. 3200," the House bill.
The non-partisan analysts conclude that:
* some illegal immigrants -- those who "meet the substantial presence test" -- would be taxed if they don't obtain health insurance that meets the requirements of the law;
* there are no immigration-related restrictions on who can participate President Obama’s proposed health insurance exchanges;
* to qualify for any subsidies for health insurance, "individuals must be lawfully present in a state in the United States." That does not preclude those in this country legally who have illegal immigrants in their family from qualifying for the subsidies.
* how will the government make sure that subsidies don't go to illegal immigrants? The mechanism is left entirely up to the Health Commissioner, who is instructed by law that he or must have some process to establish immigration status before giving subsidies. Sec. 241(b)(1), pg 130 : “the Commissioner shall establish a process whereby, on the basis of information otherwise available, individuals may be deemed to be affordable credit eligible individuals." That “shall” is key.
The one way the H.R. 3200 could end up in more health care being provided to illegal immigrants by taxpayers comes from the expansion of Medicaid.
Illegal immigrants are already eligible for emergency care through the Emergency Medical Treatment and Active Labor Act, signed by President Reagan in 1986. This emergency care is often paid for by Emergency Medicaid, private insurance if the patients have it, out-of-pocket, or it's written off as bad debt or charity care by the hospital.
H.R. 3200 would extend Medicaid coverage up to 133 1/3% of poverty for populations that previously were not covered such as some parents and childless adults.
That expansion could – could -- mean more illegal immigrants would become eligible for Emergency Medicaid.
Which is not to say that citizens don't pay for those costs anyway through extra hospital fees, but this would clearly be a more direct billing to the taxpayer.

This idea that we all aren’t paying for this one way or another is non-reality-based.

To recap on what CRS says: Does the House bill provided subsidies to illegal immigrants? No.
Would the House bill require illegal immigrants to have health insurance? Some of them, yes.
Would the House bill allow illegal immigrants to purchase health insurance in a health insurance exchange? It doesn’t restrict it, though White House press secretary Robert Gibbs today said he didn’t think the version of the law the president would sign would allow such a thing.
Could the House bill expand emergency Medicaid laws as they already exist, perhaps – perhaps -- expanding coverage for illegal immigrants in keeping with current law?

You are right, we did have eight years and didn't do the job. Why?>
The only thing that makes any sense to me, as crazy as it may sound, is that we had a deal with Mexico, wherein they provided us with some really great intelligence on possible terrorists attempting to enter our country or they allowed our special forces or used their own forces to eliminate these bastards on Mexican soil, before they had a chance to enter the U.S.
Nothing else makes any sense to me. It is a trade off I would be willing to make if I knew we were doing it but it certainly isn't something the public can know because then it wouldn't be a secret anymore.
Short of this I see no reason why we couldn't close the borders and deal with the illegals.
An intelligence operation I can understand no matter how far off the books it may be, but doing nothing at all is unacceptable and a threat to our National Security.
Therefore, I can only assume that we were running some type of intelligence operation and the info we were getting was well worth the pass we gave the illegal immigrants.
For all we know we may well know where practically every single terrorsit cell is and who their members are and when and if the shit hits the fan we will be able to swoop down on them and round them up. Short of that we did a shit job of securing our borders.
But, there is still hope. Pass a law that says illegals are not entitled to welfare benefits, educational benefits, free medical care, housing, or anything else. If you are illegal, you do not exist as far as government benefits are concerned. You are not entitled to ANYTHING whatsoever and that includes any babies born here because you were able to sneak across the border before you dropped the little booger out. Being born here of an illegal alien should not automatically make you a citizen.

I sat next to an unaccompanied minor flying from Houston to Alabama. He was a nine year old child named David who was the son of two illegal immigrants.
He could speak perfect english and spanish, and I eventually found myself talking to him using language that would be considered way beyond the comprehension level of a normal 9 year old American child.
But his mom cleaned houses for a living and his dad was an unemployed mechanic. I could never justify from a moral standpoint neglecting this child from any opportunities any other American child should have.
Now I do support rounding up any illegal immigrants and shipping them back across the border, but I also can understand human nature and the will to succeed... to survive. I realize there is an immigration problem within the United States, but until we can do something to keep them the fuck out (Like Dubya's missing fence for example) there is not much we can do representing America... the melting pot.... to neglect anyone basic means of survival.

And before you even go there and say we spend beyond our means....we make around 800 a month take out 450 bucks for monthly rent, a 65 dolloar phone bill(we need unlimited long distance because we livefar enough away from family and friends that we need long distance), car insurance, renters insurance...groceries...tell me how we afford health insurance?

Actually I was overly conservative on the numbers, I looked at our pay stubs and its is closer to 950 to 1000 bucks a month but when you figure in our bills and that we are actually trying to save in the bank you really cant say there is enough for even decent affordable insurance. FYI I graduated high school you ASS and have some college under my belt.

She works basically 3 jobs in one place...she works at a best western hotel as housekeeper where they get paid by the rooms they do so the more you do the better@4 bucks per room then she works laundry at the same hotel at $7.80 an hour and she works front desk 2 days a week for $7.30 an hour(minimum wage here in Ohio) I work as a cook at a mom and pop diner making minimum wage and averaging 195-200 bucks a week but have several apps in for better jobs.

Your housing cost should be less that 20% of our total house hold income and you are close to 50%.
Do you have cell phones? If yes why do you carry a land line?

Do you smoke, drink, go out a lot? Your debt to income is cleary out of whack and you need to come up with a plan to increase your income. I asked my local restaurant this morning what she pays her cooks, 3 of them have been there over 10 years and they make $15.00/hour. The other two make $10.00/hour. Of course she is the best business in town.
Are you still in school? If so, most universities offer some very affordable rates to students, when my son when getting out had to get off my insurance and then decided to go back to school for his MBA, he was getting it for something like 124/month and it covered an emergency room visit with an MRI.
If you have never watched or listened, I would suggest Dave Ramsey, he can help you squeeze money out of your budget.
You are on the right track in getting your income up and again I am sorry for the cheapshot as I was 20 once with a kid on the way and it was rough.

Are you in a postion where you could move to Fort Wayne? Columbus? Cleveland? You are pretty close to Toledo, right?
I will be in Indianapolis, Richmond, and Lafayette next week and will be sure and ask how everyone's market is doing. Could you move to any of these places for the opportunity?
Columbus has a new recycling refinery that just cranked up called Heartland, they refine used oil and might could use extra labor and those postions pay 12-18.00 per hour just for being dependable and reporting to work. I have friends in the Fort Wayne market and will ask around.

If your wife works at the front desk of a hotel, she obviously would be using computers and telephone systems. Why doesn't she apply for a secretarial position at the University of Bowling Green? They would have great benefits (including health insurance that would cover you too, with no exclusions for pre-existing conditions) and she'd make more money than what she is doing now, more than all 3 of her jobs put together. That would be a good start to increase your income and get that health insurance going.
You do need to try to find a home or apt. that is less expensive. I know college towns take advantage of the situation, but there ought to be something cheaper out there. Even saving $100 bucks a month on rent would buy enough groceries for a week or two, depending on what you normally eat.
Also, you might get cheaper phone rates if you switched to a cell phone and cancelled your land line. Might be worth checking into.
Oh, I forgot to mention....Universities often offer free classes for staff members. If your wife could get a position, she might be able to work on a degree while she's there. Definitely a nice benefit!!
You both should visit the personnel office at Bowling Green. They have a dept. you might enjoy working in, what we call the Physical plant at our University. They are in charge of grounds maintenance, carpentry, painting, plumbing, electrical, heating and air, and a hundred other things I haven't mentioned. If your wife works at the front desk of a hotel, she obviously would be using computers and telephone systems. Why doesn't she apply for a secretarial position at the University of Bowling Green? They would have great benefits (including health insurance that would cover you too, with no exclusions for pre-existing conditions) and she'd make more money than what she is doing now, more than all 3 of her jobs put together. That would be a good start to increase your income and get that health insurance going.
You do need to try to find a home or apt. that is less expensive. I know college towns take advantage of the situation, but there ought to be something cheaper out there. Even saving $100 bucks a month on rent would buy enough groceries for a week or two, depending on what you normally eat.
Also, you might get cheaper phone rates if you switched to a cell phone and cancelled your land line. Might be worth checking into.
Oh, I forgot to mention....Universities often offer free classes for staff members. If your wife could get a position, she might be able to work on a degree while she's there. Definitely a nice benefit!!
You both should visit the personnel office at Bowling Green. They have a dept. you might enjoy working in, what we call the Physical plant at our University.
